【摘要】 目的:随着信息技术应用迅速普及,医院信息化越来越受到人们的重视。然而,信息化面临着信息观念不断发展、信息技术日益更新、新的经营管理理念及外部环境变化等带来的种种影响,如何建立数字化医院,以及建设过程中应该注意哪些问题,成为医院信息化成功建设的关键所在。本文从医院信息化的内涵及发展现状出发,从“信息—技术—管理”三种维度对医院信息化建设进行系统性分析,提出医院信息化建设应关注的重点。方法与结论:本研究综合运用文献资料、现场调查、系统理论、案例分析等多种方法,并创造性地应用信息化的“三维”理论来分析研究对象。1.从“信息—技术—管理”三种角度系统性分析医院信息化建设:(1)信息层面,医院信息化应关注信息活动和信息标准化;(2)技术层面,医院信息化应关注系统需求、开发策略、数据库、网络结构、应用系统和安全体系等内容;(3)管理层面,医院信息化的重点是信息化规划与咨询、管理变革、资金投入、人力资源管理和信息化管理体制。2.医院信息化应在区域卫生信息化指导思想下,明确自身的总体框架、业务体系结构、技术体系架构和网络体系结构。建议:1.医院信息化不能拘泥于信息技术而忽略信息化规划及项目管理。2.医院信息化应与医院管理变革结合起来,应坚持“以人为本”的理念,以提高工作效率和管理水平为目标,促进医院战略目标的实现。3.医院信息化必须建立在各种卫生信息标准和规范基础之上,才能实现资源共享,才能促进区域卫生信息化的发展,加速社会信息化的进程。4.基于目前医院信息系统存在诸多信息孤岛的现象,需要进一步开展医院信息化集成策略研究。更多还原

【Abstract】 Objective:As the application of information develops rapidly, hospital informationization becomes paid more and more attention by hospitals. However, because of hospital informationization facing information idea developing constantly, information technology day by day newer, new management and administration idea and external environment condition changing etc. How to set up the digitized hospital, and which courses should be paid attention to during the constructions of digitized hospital. These become the key successes to hospital informationization. The focal point of this article is to summarize the key courses in hospital informationization construction, making a systemic analysis to hospital informationization construction from three kinds of angles of“information - technology - management ", with beginning from the intension and current situation of the hospital informationization.Method and Conclusion:These articles adopts many kinds of methods such as documents research, on-the-spot investigation, systematic theory and case analysis, and apply“three-dimension " theory on the informationization to analyze the research objective creatively.1. Systematic analysis on hospitals informationization construction from three dimensions of“information - technology– management”(1)Information Level, hospitals informationization should pay close attention to information activity and information standardization; (2)Technology Level, hospitals informationization should emphasizes things such as systematic demand, IS development policy, database, network structure, application system and system, security etc.(3)Management Level, the focal point of hospitals informationization contains informationization plans and consults, manages improvements, fund input, manpower resources management and information-based management system.2. Hospitals informationization should define one’s own overall framework, business system structure, building up and network system structure of technology system under the guidelines of regional healthcare informationizationSuggestion:1. Hospitals informationization shouldn’t neglect informationization planning and project management while adhere rigidly to the information technology2. Hospitals informationization should promote the realization of the strategic objective of the hospital with combination with the management of the hospital, on the bases of adhering to the“human-oriented”idea and improving working efficiency and management level.3. Hospitals informationization must be set up on various hygiene information standards, to realize resource-sharing, to promote the development of regional healthcare informationization, and to accelerate the process of the social informationization.4.
