【摘要】 失地农民是在国家经济建设和社会发展的过程中,由于城市化和工业化的用地而失去土地的群体;是一个国家在城市化的过程中必然出现的一种社会现象;任何一个国家在城市化过程中都会出现失地农民的问题。我国从上世纪80年代开始,城市化、工业化进程发展迅猛,城市规模的扩大造成了大批农民失地。失地农民的社会保障成为社会的热点问题。目前,由于我国征地制度的不完善和城乡二元制的特殊国情,农民得不到合理的征地补偿,同时农民在失地后享受不到城镇人口的社会保障。失地农民在失地的同时就意味着失去了最低生活保障、就业和养老保障。被剥夺利益的大量失地农民陷入了生存的困境。随着城市化的推进,今后还有大量农地被征用,也意味着失地农民将继续增加。如果失地农民的生活得不到有效保障,势必影响农村经济发展和社会稳定大局。因此,失地农民的社会保障是我国社会稳定和社会经济发展的重大课题。研究失地农民的权益保障和妥善解决好失地农民的社会保障问题具有至关重要的现实意义。本文对失地农民问题的研究主要包括:首先,深入探讨我国城市化进程中,失地农民问题形成的原因及失地农民生活状况。其次,列举当前我国各地失地农民社会保障的实践和存在的利弊及在实践中应解决的重点难点问题。第三,分析国外失地农民社会保障制度及其对建立和完善我国失地农民社会保障制度的借鉴意义。最后,根据理论研究、国内及国外的实践经验,提出了我国失地农民社会保障模式的设想。本研究主要采用案例分析和比较研究的方法,理论和实践相结合。通过对理论的研究从实践中总结经验,最后得出研究成果。全文采用“理论——实践——成果”的研究方法,有助于论文得到理论支撑和实践支持,可以形成对实践有指导意义的研究成果,使本论文的结论有现实价值。本文在我国城市化进程中失地农民问题越来越严峻的社会背景下,积极研究和探讨解决这一问题的必要性和紧迫性。并分析各地的实践经验,提出了解决失地农民社会保障的设想。本文在失地农民社会保障问题上的研究对目前失地农民社会保障体系的建立和实现城乡社会保障一体化这一终极目标具有推动作用。更多还原

【Abstract】 The land-lost farmer who lost land because of urbanization and industrialization is a kind of social phenomenon during the process of urbanization. The land-lost farmer is a common problem during the process of urbanization in every country. Since 1980s, urbanization has made lots of farmers lost land and the problem of land-lost farmer has appeared more and more serious in the development of urbanization. It becomes a hot social problem. The land-lost farmer can not get reasonable compensation and the social security of people who live in cities and towns owing to the non-perfect system and spectial condition of China. Farmers who lose land means losing the lowest life security, employment and old-age security. The farmer who has been deprived with land is lost in difficulties. The plenty of land will be taken over for use, at the same time, the number of the land-lost farmer will increase greatly with the development of urbaniation in future. If the life of land-lst farmer can not be protected effectively it will influence the social stability and the development of countryside’s economy. Therefore, the social security of the land-ost fanner is an importment study of social stability and economic development. The research of the land-lost farmers’right protection and the social security of the land-lost farmer has great practical significance.The paper’s study on the problem of the land-lost fanner includes:Firstly, the paper discusses the reasons that how the problem of land-lost farmers take shaped and the living situation of land-lost farmers at present.Secondly, the paper lists the practices of the land-lost farmers’social security system of different parts of our country, the advantages and disadvantages of these practices and the difficulties and focus problems in our practices.Thirdly, the paper analyzes the social security system of land-lost farmers in foreign countries and the significance of the advanced experiences can benfit us in building and improving the land-lost farmers’ social security of China.Lastly, the paper raises the tentative plan of the land-lost farmers’ social security of China bases on the research of the theory and the practices in different parts of China.This study used case studies and comparative research methods, and combined with theory and practice together. The paper summarized the experience from practice through the study on the theory, and the paper made results lastly. The thinking way of the whole text is "theory- practice- result". This research approach will help papers to get theoretical support and practical support. We can form the research result to instruct prctices. The conclusions of this thesis has practical value.The thesis studies and discusses the necessity and urgency of solving the problem positively under the social background that the problem of the land-lost farmer becomes more and more serious during the process of the urbanization. At the same time,the paper raises the tentative plan of the land-lost farmers’ social security of China bases on the practices in different parts of China. The study on the problem of the land-lost farmers’ social security can push forward the establish of the land-lost farmers’ social security and realize the final aim of the whole social security system of citis and towns.更多还原
