【摘要】 大连,作为中国北方著名的沿海城市,一直被誉为北方的“香港”,20多年来,经济的高速增长,铸就了大连经济建设和社会发展的辉煌,特别是近十年来,大连高技术企业迅猛发展。最近,英特尔芯片封装厂落户大连,成为大连高技术产业发展的里程碑,更是发展更高的新起点。科学技术不断进步,高技术企业不断涌现,大连市如何为本地高技术企业提供更好的发展空间、发展环境,为高技术企业创业者立足本地区实际情况,充分利用现有资源,更好、更快地完成技术向产品的转换并获取市场份额以取得更多的资源优势从而增强竞争实力,更好地推动国民经济发展,提高广大人民群众的物质文化生活便成为一个摆在眼前的现实问题。而要解决上述问题,对大连市高技术企业创业环境当前的政策、规则、发展现状,存在的问题进行深入地了解和分析便成为必要。本文针对上述问题从高技术产业创业环境综合评价入手,以如何提升大连市高技术企业创业环境为根本目的进行论述,从而希望能够找到一个为大连市高技术产业创业者提供更好创业环境的发展思路和着眼点。本论文共分六章。第一章绪论,主要阐述论题提出的背景和研究意义,以及目前国内外关于创业环境的研究现状,并明确研究方法和研究内容。第二章,高技术企业创业环境相关理论研究。首先对高技术企业进行定义界定并分析其特征;然后界定创业和创业环境的概念并进一步分析创业环境的构成要素,最后介绍基础理论与理论假设。第三章,大连市高技术企业创业环境评价指标体系及方法研究。本章主要是分析并构建大连市高技术企业创业环境指标体系,在对大连市高技术企业创业环境指标体系进行分析的基础上,选择评价方法,建立综合评价模型。第四章,大连市高技术企业创业环境综合评价。本章主要是实证分析。首先确定大连市高技术企业创业环境评价指标权重。然后利用综合评价模型,对大连市高技术企业创业环境进行综合评价。第五章,完善大连市高技术企业创业环境的对策与建议。本章主要从政策环境、融资环境、人才环境、产业环境、技术环境等五个方面提出完善大连市高技术企业创业环境的对策与建议。第六章,结语。更多还原

【Abstract】 Dalian locates at northern China has been known as the North of the "Hong Kong" as the famous coastal city. With the rapid economic growth in 20 years, Dalian has been gained brilliance in economic construction and social development, particularly in the last decade or so, Dalian makes a rapid development of high-tech enterprises. Recently, the Intel chip packaging plant built in Dalian; this becomes the milestone in the development of high-tech industries, but also a new starting point for the higher development. With the development of Science and technology, high-tech enterprises have emerged constantly. How Dalian City to provide a better space and environment for the development of local high-tech enterprises, and for the development of the high-tech enterprises based on actual situation to make full use of existing resources to complete the conversion from technology to products and gain market share in order to obtain more resources so as to enhance their competitive strength for better and faster, to promote the development of the national economy better, and to improve people’s material and cultural life has became an inescapable reality. It is necessary to make an in-depth understanding and analysis of Dalian high-tech enterprises current business environment policy, rules, development status and problems in order to solve the above problems. This paper addresses this issue from the high-tech industry starting with entrepreneurial environment comprehensive evaluation to how to enhance high-tech enterprises entrepreneurial environment in Dalian city as a fundamental exposition, which hopes to find ideas and focus on Dalian City for the high-tech industry entrepreneurs to provide better environment for career development.This paper is divided into six chapters. Chapter 1, introduction, mainly illustrates the background, significance and the current business environment at home and abroad on the status research. And makes a clearly research on methods and content.Chapter II, it makes a relevant theoretical research on high-tech entrepreneurial environment. First of all, it defines high-tech enterprises and analyzes its characteristics; then it makes a conceptual definition on entrepreneurship and entrepreneurial environment, and a further analysis to the constituent elements of the environment. It finally introduces the basic theory and theoretical assumptions.Chapter III, it studies Dalian City entrepreneurial environment evaluation index system and method of high-tech enterprises. This chapter mainly analyzes and constructs the high-tech Entrepreneurial environment index system in Dalian City. And to makes a choice to the evaluation methods base on the analysis of Dalian City high-tech entrepreneurial environment index system, it mainly uses the Deuel Philippines method、fuzzy analysis hierarchy process, and establish comprehensive evaluation model on the basis of the selecting methods .Chapter IV makes a comprehensive evaluation to high-tech enterprises entrepreneurial environment of Dalian City. It firstly design the questionnaire and invited experts and scholars to score, then makes a integrate treatment of the data, and uses analysis hierarchy process to calculate Dalian high-tech enterprises entrepreneurial environment evaluation index rated ratio。And using comprehensive evaluation model conducts a comprehensive evaluation to Dalian high-tech entrepreneurial environment.Chapter V is countermeasures and suggestions. This chapter mainly proposes the countermeasures and suggestions to promote and improve the high-tech enterprises in Dalian City entrepreneurial environment from the five aspects of policy environment, financing environment, human resources, industry environment and technology environment.Chapter VI is conclusion.更多还原
