交警银政联网系统的设计与实现

【摘要】 随着改革开放的不断深化,国民经济的快速发展,机动车辆随之逐年增多,不可避免地交通违章现象也随之增加,但由于公安交通违法信息处理系统与银行之间未能实现连接,交通罚款数据无法传送到银行网点,给群众的缴费带来了极大的不便,缴款时需在交警部门与银行之间来回奔波,也给公安工作带来了极大压力。本课题是从提高公安工作效率与管理水平、方便市民的角度出发,利用网络技术,将公安交通违法信息处理系统与银行系统进行相联,使公安交通违法数据可以在公安系统与银行系统间进行电子化传递,实现对交通违法数据的信息共享、电子对账、实时查询和监控,从而使收费流程顺畅、快速,方便市民缴费。本系统采用J2EE架构构筑多层结构,以Oracle作为数据库服务器,保证数据库系统的安全以及性能,交警与银行之间基于XML进行数据交换,设计统一的Schema,保证数据一致性和时效性,并对系统框架、功能模块、系统安全进行了具体设计和实现。该项目的建成为以后同类项目的建设提供一个良好的工程实例,具有重要的理论和实践价值。
【Abstract】 With reform and opening policy going deep and the national economy rapid developing, the mechanically-propelled vehicle increases so rapid that traffic violation increases by year by year. Because traffic violation information processing system doesn’t connect with bank system, the traffic fine data has had no way to deliver to the bank outlet. So It is convenient for people to pay for the fee between the bank and the police branch and it bring much pressure for Public security works.To improve public security efficiency and the level of management and to make people convenient, the paper propose to use Network technology to connect traffic violation information processing system with bank system. This can make violation information transferred between traffic violation information processing system and bank system. And make data information share, the electron compares the account, real time inquiry, and supervisory control, inquiry and supervisory control Immediately, thereby make the charge process smooth, rapid and convenient.This system adopt J2EE frame to build multilayer structure and use Oracle as the data base server, guarantee Database system safety, the design of Schema based on XML for the police and bank data exchanged. To guarantee design unified Schema between the bank owing to that XML carries out the data exchange and to guarantee data compatibility and timeliness. And the frame, function model, system safety have been carried out in the system.
