西部地区发展循环经济中的政府行为研究

【摘要】 促进西部地区传统的经济发展模式的根本性转变,是西部大开发战略的内在要求,是全面建设小康社会的根本需要,是经济、社会、环境和谐发展的本质体现。循环经济本质上是一种人与环境可持续发展的经济运行模式,对于当前西部地区紧张的资源环境问题的解决有着决定性、长远性的意义。而政府在西部地区循环经济发展的过程中要扮演倡导者、先行者和守护者三种角色,因此,有必要对西部地区循环经济发展过程中的政府行为进行深入的研究。在本文的导论部分介绍了本文的相关背景,包括研究现状、分析方法、主要内容、创新观点等。在介绍文章背景后,开始对政府行为和循环经济的相关背景内容进行阐述,为深入的分析做好理论上的准备。在背景理论准备充足的前提下,本文的第三部分运用博弈分析法分析政府介入西部地区循环经济发展有其必要性和必然性。在第四部分对西部地区现状进行了阐述,并结合相关理论及模型分析现状问题的成因,包括企业、政府及公众意识三个方面。在理论背景和对问题分析充分的前提下,本文的第五部分针对性地提出了政府发展西部地区循环经济的措施建议,并在充分分析措施的可行性的基础上提出了相关配套措施,构成了西部地区循环经济发展的较完善的措施体系。基于本文的分析及论述,在本文的最后一部分总结了4条结论,并指明了个3进一步研究的方向,以供研究者参考。更多还原

【Abstract】 To promote fundamental transformation of tradition economy development pattern in western China is an inherent requirement of West Development and a basic need of comprehensive construction for Well-off Society as well as an essence embodiment of economy, society and environment harmonious development. Circular economy, on the essential aspect, is one of economy development patterns for man and nature sustainable development. It has the decisiveness and long term significance for the solution of tense resources and environment problem in current western China. The government, however, should have three roles to act in the circular economy development process in western China—an advocate, an exploiter and a guardian. Therefore, it is necessary to have an in-depth research on government behavior in the circular economy developing process in western China.It has introduced the related background of the paper in the introduction, including such as present research situation, analytic methods, content, original viewpoints and so on. After introducing the paper background, it began to illuminate the related background of government behavior and the circulation economy, and to prepare for the in-depth analysis theoretically.On the premise of sufficient preparation of theory background, to analyze the necessity and the inevitability of the government behavior intervening in circular economy development in western China, it use the game playing analysis method in the third part of the paper. It has illuminated the present situation of western China in the fourth part of the paper, combining with related theories and models to analyze the causations of present situation problem, the causations include three aspects—the enterprise, the government and the public realizes.On the premise of the theory background and the sufficient problem analysis, the this fifth part of the paper has pointedly proposed some measures and suggestions for the government to develop the west circular economy, and based on the full feasibility analysis of the measures, it has proposed some related necessary measures, all of those has constituted a perfect measure system about the circular economy development in western China.Based on the analysis and the elaboration of this paper, it has reached 4 conclusions in the last part of this paper, and it also has indicated 3 directions which are for researchers to refer and further research.更多还原
