【摘要】 随着我国社会主义市场经济体制的逐步确立,我国的经济活力进一步释放,对于建立一个公开公正、流通灵活的土地市场的要求也越来越强烈。特别是实行集体土地国有化是较快推进市场化、城市化进程和消灭城乡差别的必然要求。为此,对深圳市特区外集体土地国有化问题进行理论分析与实证研究具有重大的理论与现实意义。在总结国内集体土地国有化的研究现状的基础上,提出了本文研究范围、主要内容以及研究的重点、难点,在借鉴国内外相关理论与实践经验的基础上,系统总结了深圳市特区外集体土地国有化坚实的理论基础、法律法规基础和其他地区的实践经验。论文在系统分析深圳市特区外集体土地国有化的必然性和可行性的前提下,量化比较了国有化后土地收益和集体组织自行开发土地收益,从社会、经济发展等多个角度提出了深圳市特区外集体土地国有化的必然趋势。并分析了深圳市特区外集体土地的使用现状和特点,提出了深圳市特区外集体土地国有化的模式。通过对深圳市特区外集体土地国有化实践的总结,提出了这种模式的具体工作方案。归纳总结了深圳市特区外集体土地国有化的几点经验,并提出适用其它地区集体土地国有化的约束条件。通过以上分析与研究,论文提出了深圳市特区外集体土地国有化模式和具体的工作实施方案,总结了这模式具有普遍意义的原则和方法,探讨了这一实践经验对其它地区的启迪与借鉴作用。更多还原

【Abstract】 With the gradual establishment of China’s socialist market economic system and China’s economic vitality further release, the requirement of establishing an open fair and flexible flow of the land market is becoming stronger and stronger, In particular the introduction of collective land nationalization is an inevitable requirement for impelling the process of market-oriented and the urbanization and eliminating the gap between urban and country. To this end, the theoretical analysis and empirical research of collective land nationalization outside the special zone of Shenzhen City is of great theoretical and practical significance.The paper summed up the current situation of domestic collective land and put forward the main content of this paper and the focal and difficult points of the study. It summed up the solid theoretical foundation, the basis of laws and regulations of collective land nationalization outside the special zone of Shenzhen, and the practical experiences of other regions.After the necessary and feasible analysis of collective land nationalization outside the special zone of Shenzhen, there is a comparative quantification about land revenue produced by the land nationalization and collective organizations developing their own land. This chapter put forward the inevitable trend of collective land nationalization outside the special zone of Shenzhen from the view of the social and economic development. And it analyzed the current situation and characteristic on collective land uses and has proposed the mode of collective land nationalization outside the special zone of Shenzhen.According to the actual situation of collective land nationalization outside the special zone of Shenzhen City, it put forward a specific program of work.Through the above analysis and research, this paper presents the models and concrete implementation of the work about the collective land nationalization outside the special zone of Shenzhen. The principles and methods that are of universal significance would be a good inspiration and reference for other areas.更多还原
