网络GIS的村域土地资源管理信息系统与耕地碎化研究

【摘要】 要实现农业现代化,就必须实现农业信息化。用现代技术最大限度为农业服务,达到管理农业资源、指导农业生产、提高农业生产效率的目的。我国对土地信息系统及细碎化进行很多研究,但是结合GIS技术研究较少,而且针对一个行政村作为示点进行调研,更是史无前例。本研究以一个行政自然村为示点,不仅考察农地细碎化情况,对农地碎化情况进行了定量分析与评价,并在此基础上讨论了逐步减少或消除耕地碎化、促进新农村建设和提升农业经营效率的关系;更重要探索农村地理要素的编码方法,努力构建农村数据字典,通过WEBGIS技术、数据库技术及相关技术,开发集农户、土地、农业生产经营状况三者于一体的数字农地信息系统,以便于人们及时准确掌握村域农地资源的数量、质量及其分布,实现了基于网络GIS的村域土地信息系统,系统的实现有利于信息农业和精准农业的发展。本文主要作了以下工作:1.初步阐述了WebGIS技术理论和空间数据管理方式,设计了基于B/S(Browser/Server)三层体系结构和瘦客户端平台结构的村域数字农地信息系统。2.对村域土地资源空间数据和属性数据进行了编码,规范化了农村土地资源数据,采用Oracle Spatial数据库实现了土地资源空间数据和属性数据的一体化管理,并建立农户基本情况及农业生产经营数据库,为实现土地、农户、农业生产经营三者信息的有效管理和应用奠定基础。3.在ASP.NET平台下,利用MapXtreme2004进行系统开发,按照系统的现实需求,系统实现了以下功能:地图加载、地图缩放漫游、显示经纬度、图层控制、空间数据查询、专题分析、信息管理和报表打印等。通过测试,系统能快速地加载村域土地资源地图,能快捷显示每个地块所属农户的基本状况及该地块的相关属性信息,执行每个地块或者每个房屋与农户的空间查询,并能对地块资源属性数据进行专题分析和打印各农户的生产经营状况及基本生活情况报表。该系统基本上实现了村域土地信息、农户信息、农户生产经营信息三者的有机统一,实现了对它们的网络共享和管理。4.针对实地情况,对农地碎化级别进行划分,将农地碎化分为四级,农地碎化程度用字母Q表示,Q越小,表明碎化程度越严重。同时制作农地碎化等级图,并分析碎化与土地利用类型及农民收入的关系,并提出减轻农地碎化的途径。

【Abstract】 For realizing Agricultural modernization,we should achieve information technology, we could adopt modern techniques by the greatest extent to serve agriculture for accomplishing the purpose of managing agricultural resources,guiding agricultural production and raise productivity.There were many studies on land information system fragmentation,but study with small code with GIS is very few,especially study with an administrative village is unexpected,the research not only observed the real facts about land fragmentation,but also include quantitative analysis and evaluation in order to know the quantity,quality and distribution characteristic of land fragmentation.The relationship between land fragmentation and farmers’ income was discussed and the methods of reducing the land fragmentation were put forward for different types of land use and land distribution.In this paper,to be more important,geographical elements of map and coding method was explored,and data dictionary was established.With WEBGIS,database and relevant technology,a digital information system for agricultural land was built based on the combination of three sources from land,farmer and production.The system was helpful for land-planning and decision-making,as well as the simplification and improvement of managements.1.The WEBGIS technology and management model of GIS spatial data were preliminarily studied in this paper.A digital information system for agricultural land was designed based on B/S three-tier architecture and the thin-clients platform.2.The farmland resources data were unified by encoding the spatial and attribute data of farmland resources,and the integrative management of these data was achieved using Oracle Spatial database.The productive database which includes farmland, peasants and production parameters data was established in Access.3.The system was developed in ASP.NET platform using MapXtreme2004 which is a GIS software.According to the requirement of development,the system has the following functions:map management;zoom and pan;longitude and latitude display; map control;spatial data query;theme analysis;information management;report printing and so on.Through the test,it is rapid to load the map of village farmland resources and to query the space position in this system which can also make theme analysis for the attribute data of land resources.Finally,it realized the share of three sources from land, farmer and production.4.According to the real situation,the grade of farmland fragmentation was classified as four.It was expressed by an alphabet "Q".The less is the value of"Q",the more is serious between land fragmentation and farmers’ income was discussed and the methods of reducing the land fragmentation were put forward for different types of land use and land distribution.
