【摘要】 风险管理就是组织对面临的各种风险进行识别、评估,确定恰当的处理方法并予以实施,以可确定的管理成本替代不确定的风险成本,并以最小经济代价获得最大现实保障的活动。工程建设项目的实施一般要经过规划、可行性研究、设计和施工等过程,风险蕴减在全过程中,尤其大型工程建设项目更是如此。山东大学综合科研楼设计建筑面积为12.8万平方米,预算投资4.3亿元,工程于2006年元月份开工,计划2008年整体竣工。如此大型的建筑,在山东大学还是第一次,因此,必须下大力气研究工程项目全过程可能遇到的风险,给施工管理及决策人员提供决策依据,防范工程各类风险给学校带来经济损失。本论文从学校管理者的角度出发,对建设项目全过程的风险管理进行了研究。主要针对建设项目的特点,介绍风险辨识、风险估测、风险评价的常用方法,并结合学校历年工程实例,归纳了建设项目各阶段潜在的各种风险,对风险管理成本与效益分析、风险管理效果评价的方法进行了探讨,旨在为学校基建部门对建设项目的潜在风险的分析、处理、决策提供切实可行的方法。同时,把近几年在我国开始实行的建设项目全过程跟踪审计的相关内容相结合,从跟踪审计的角度对建设项目风险管理的有关问题进行了大胆的探索,进一步促进提高学校建设项目管理水平,从容应对综合科研楼项目风险,提高学校建设资金使用效益。更多还原

【Abstract】 Risk management is to identify and assess the facing risk, and to determine appropriate treatment methods to replace the risk of uncertain costs with the determined cost of management, and to minimize the economic cost to get the most realistic protection activities.There are some risks in the whole process of construction projects that need planning, feasibility studies, design and construction process, and so on, especially in the large-scale construction projects. The integrated research floor of Shandong University began in January 2006 and is planed to be finished in 2008 costing 430 million yuan, whose area is 128.000 square meters. Such large-scale construction in Shandong University is the first time, therefore, we must make great efforts to study the entire process of the project may face the risk of construction management and decision-making to provide basis for decision making, prevention of various types of risks brought about economic loss to schools.Based on the school administrators’ point of view, the whole process of the construction project risk management was studied in this paper. Facing the features of construction project, risk identification, risk estimation, the common methods of risk assessment are introduced, and the construction projects at various stages of potential risks, risk management and cost-benefit analysis, risk management evaluation methods are discussed combining with the school calendar year Project, aimed at school construction projects of infrastructure sector to the potential risk analysis, processing, decision-making to provide a realistic and practical approach. At the same time, from the perspective of the audit track construction project, some risk management issues are explored to promote the increased level of school construction project management further, and to improve efficiency in the use of school construction funds, combining with the relevant content of the entire process of tracking audit which begins in recent years in China.更多还原
