【摘要】 绩效管理作为一种改进和评价政府绩效的实用管理工具,已经引起世界各个国家政府的普遍关注,并开始逐渐引入到我国政府管理的实践当中。海关行使国家进出口监管权,监管水平和效率、监管质量和能力,直接影响国家对外贸易的发展和国家形象。中国海关迫切需要建立一套完备、科学的具有海关特色的绩效管理体系。本文以在海关监管中引入绩效管理体系为主线,运用公共管理理论和政府绩效管理理论,对绩效管理的相关背景、海关实施绩效管理的现状、绩效管理的制度基础、考核指标、评估方法和评估工具选择等相关理论方法进行探讨。采取实证分析的方法,结合天津海关实际,分析了海关实施绩效管理的特殊性,确定了理念、原则、实施计划,对海关监管实施绩效管理进行模式设计,制定评估原则,设定考评方法,较为全面的设计出海关监管绩效管理体系的框架。其中,采用“德尔斐法”确定海关监管绩效管理的关键指标(KPI),通过“层次分析法”(AHP)确定各部门的指标权重,运用了较为科学的方法提高绩效考评体系的信度和效度。在此基础上,对在天津海关实施监管绩效管理的具体过程进行实证分析,对基础值的生成、考评值的确定、考评结果、绩效反馈和改善等情况进行深入探讨,并取得一定的实践成果,对海关系统实施绩效管理具有重要的理论价值和实际指导意义。更多还原

【Abstract】 The performance management is one kind of usable management tool for impro- ving and appraising government performance. The performance management has alr- eady aroused teach National government’s universal interest and been introduced to the practice of our government management. As governmental agency, customs exe- rcises the national import and export supervising right, its supervising and managing level and efficiency directly affects the national foreign trade’s development, Custo- ms’ management must be more scientific, needs to establish a set completely and ha- ving the customs characteristic performance management system.This article takes introducing the performance management system in customs supervising and managing as a master line, adopts the theory to deliberate method, carries on the discussion of the performance management related background, the system foundation, the performance inspection target and the performance appraised method and so on the correlation theories. Unifies the practical work, designs the pattern of implementing the performance management, outlines the construction and overall frame for customs supervising and managing performance management system. Using“Delphi Method”defines the key performance indicators(KPI). Determines departments target weight through“the analytic hierarchy process”(AHP). Carry on the analysis for the concrete process of Tianjin Customs, the examination and critique value determination, the examination and critique result, feedback and improvement.更多还原
