【摘要】 旅游业本身对于其他行业和部门的敏感特性使旅游项目在整个建设周期中面临各种各样的风险,这些风险的存在对旅游项目来说可能是机会,也可能是威胁(甚至是致命的威胁),因此旅游项目建设的决策者和管理者必须开展全面、系统的风险管理工作,以保证顺利实现项目目标。但多年以来,由于很多研究者的研究范围和知识结构的局限与旅游项目的多学科相关的特性不能相配,没有人能够真正的从整个旅游项目系统的角度对旅游项目的风险管理提出一个比较明确的框架。各个领域的研究者从自已专业角度出发,取得一系列的成果,由于涉及面广,学科资料分散,因而很难窥其全貌。旅游、旅游项目的风险管理及其它理论研究急需一个系统的观点和行为方式。这对这种情况,本文在旅游风险管理中引入了整合风险管理框架,对旅游项目所面临的各类风险进行了初步识别,并从系统观点出发作简单分类,以便于加强风险管理的系统性和针对性;在此基础上,介绍了运用模糊评价法对所列风险进行估计和评价的方法,为项目决策者和项目管理者的行为提供理论指导;此外,还建立起针对旅游项目的风险管理文献记录系统,对各类风险因素以及风险的处理等工作进行记录和跟踪监控。本文对旅游项目风险管理的探讨首先从理论角度进行系统分析,并辅助以实证研究,旨在为旅游项目管理人员提供正确对待和处理风险的方法与思路,从而对风险管理实践起到一定的辅助作用。也希望风险管理技术在理论与实践结合的道路上,逐渐得到发展和完善,以期提高旅游项目的质量和成功率,促进我国旅游业的繁荣与健康发展。更多还原

【Abstract】 Because of the sensitivity to relative sectors, the tourism industry faces various kinds of risks, which can be either chances or threats(or even be fatal). Therefore tourist projects’decision makers and managers must carry out comprehensive and systematic risk management to ensure the smooth realization of the objectives of the project.But for years, as the scope and the knowledge structure of the researchers cannot match the multidisciplinary character of tourism projects. Nobody can really develop a clear framework for risk management in tourism project. Researchers in various fields, from their own professional perspective, have made a series of achievements. But because of their comprehensive involvement with a wide range of academic disciplines, it is difficult to discern its entirety, risk management in tourism project need a more systematic perspective and performance direction.Under this situation, this article adopts the integrated risk management framework, with which the author did a preliminary identification and a simple classification of the risks, aiming to make the risk management performed in a more systematic and purposeful way. On this basis, the author introduced the fuzzy assessment of the risk analysis and evaluation in order to provide the project decision makers and project managers with theoretical guidance. In addition, the author also set up a documentation system for risk management in tourism project.The purpose of this paper is to provide the managers with the correct methods and way of thinking in practice of dealing with the risks in tourism project. We also hope that the risk management techniques in theory and practice could in this way be improves and perfected. And then improve the tourism projects’quality and the success rate, and promote the tourism industry of our country’s prosperity and healthy development.更多还原
