煤化工生态工业园建设及评价研究

【摘要】 能源紧缺与石油价格的持续上涨已经影响到我国的政治安全与经济发展。我国在能源、环境的协调发展方面不尽人意,主要是环境污染问题和能源生产过程中浪费严重以及由此引发的能源短缺。特别是进入21世纪以来,中国进入了一个加快发展的黄金时期,工业化和城市化进程全面加快,能源和环境问题日益显著。煤化工洁净煤技术就是在这种背景下发展起来的,而煤化工生态工业园是我国发展煤化工的重要形式,是提高能源利用率、降低环境污染、保护生态环境的最佳运作形式。工业园建设水平是评价煤化工生态工业园的核心内容,因此本文对于煤化工生态工业园的建设具有一定的理论和应用价值。当前煤化工生态工业园的评价尚处在不完善阶段,本文在研究国内外煤化工生态工业园相关理论及实践现状的基础上,围绕如何建立煤化工企业耦合以及工业园建设水平评价指标体系等问题展开研究的。本文的主要研究内容在于:1)本文在对国内外生态工业园的发展现状和实践情况分析的基础上,阐述了煤化工生态工业园建设的相关理论,据此研究了煤化工生态工业园企业耦合的原则、内容和步骤。并以NM煤化工生态工业园为例建立了其生态产业链网,为后面煤化工生态工业园经济效益分析打下了基础。2)通过具体的分析步骤和流动模型,对煤化工生态工业园进行了比较详细的经济效益分析。从分析结果中得到煤化工生态工业园的建立可以带来巨大的经济效益、环境效益和社会效益的结论,为从经济、环境、社会三方面评价其建设水平提供了事实依据。3)通过参考各种标准以及总结大量的国内外资料,根据煤化工行业特点建立了煤化工生态工业园建设水平评价指标体系,并运用熵权法和专家打分法相结合的方法确定了评价指标的权重,最终建立了模糊综合评价模型。最后运用模型对实例进行研究分析,并针对分析结果提出了相应的改进措施。
【Abstract】 Energy shortages and the steady rise in oil price have affected the country’s political security and economic development. The development in energy is hardly in line with the development of environment in China, which is mainly manifested in the serious waste caused during energy production process and the resulting serious energy shortages and environmental problems. Particularly since the beginning of the 21st century, China has entered the golden era of accelerated development. Industrialization and urbanization speed up, and energy and environmental issues have become increasingly prominent. Coal Chemical Clean Coal Technology is developed in this context. The coal chemical eco-industrial park is an important form of developing coal chemical industry in China since it is the optimal operational way to improve energy efficiency, reduce environmental pollution, and protect the ecological environment. The construction level of industrial park is the core measure to evaluate the coal chemical eco-industrial park. Therefore, this paper has great theoretical and practical value for the building of coal chemical eco-industrial park. Currently the evaluation system of coal chemical eco-industrial park is still under development. This paper, based on the theory development and practices in the coal chemical eco-industrial park, researches on how to develop the coupling of coal-chemical enterprises and the evaluation system of industrial park construction level.This paper’s main content and contributions lie in the following:1. This paper expounds the coal chemical eco-industrial park construction theory based on the international eco-industrial park development status and practice. It also studies the principle, content and steps of the coupling of coal chemical eco-industrial park enterprises. NM coal chemical eco-industrial park is taken as an example of the establishment of ecological industrial network, which lays the groundwork for Eco-Industrial Park economic analysis.2. A more detailed analysis of the economic benefits for the coal chemical industry eco-industrial park is completed through specific steps and flow analysis model. The results of analysis in eco-industrial park network can manifest that the establishment of Eco-Industrial Park can bring huge economic, environmental and social benefits, which paves the way of coal chemical eco-industrial park construction level evaluation from those three aspects.3. By reference to various standards and summing up a lot of information at home and abroad, this paper establishes the coal chemical eco-industrial park construction level evaluation system according to the characteristics of coal chemical industry. It also determines the weights of evaluation indexes by using entropy method and experts scoring method. On this basis, it builds up the fuzzy comprehensive evaluation model and applies it in conducting analysis to instance in reality. At last, the paper proposed suggestions on how to improve the construction level of NM coal chemical eco-industrial park.
