【摘要】 随着我国城市基础设施投融资体制改革的不断深化,城市基础设施投融资企业,即城投公司在城市基础设施建设中发挥着越来越大的作用。然而由于主体地位不明确和投融资体制尚未理顺,部分城投企业面临着战略发展的资金瓶颈。本文正是在这一背景下,从组织创新的理论出发,运用标杆研究的方法对城投企业战略性组织模式进行评价和研究,并结合笔者实习期间在A集团所作的研究,提出了A集团战略性组织创新的主体方案。本文内容分为五个章节,其中:第一章说明研究背景、意义和研究框架;第二章研究城市经营、组织创新相关理论,并提出战略性组织创新的概念内涵;第三章针对城投行业特点,基于AHP和模糊综合评价方法,提出战略性组织模式评价体系及评价模型,并应用标杆研究方法,以上海城投为例,分析城投行业组织模式的特点和规律;第四章从宏观环境、区域环境和业务选择几个方面,深入分析A集团战略发展的外部环境;第五章明确A集团战略发展方向,并结合实际情况提出有针对性的战略组织创新方案。本文的主要创新点在于: 1、将城投行业的特点和组织创新的最新理论相结合,应用AHP和模糊综合评价方法,提出城投公司战略性组织模式评价体系和评价模型;2、将标杆研究思想应用于组织模式评价,对城投行业标杆企业-上海城投进行组织模式评价模型的实证研究,并对A集团的组织创新提供借鉴意义;3、深入分析A集团战略性组织创新的外部环境,结合其面临的实际情况,诊断现有组织模式,提出战略性组织创新方案,解决其发展的瓶颈。更多还原

【Abstract】 As the reform deepen in city infrastructure investment and financing mechanism in China, the City Infrastructure Investment Corporation (the CIIC) plays more and more important role in the infrastructure construction. But some corporations are blocked with lack of capital because their responsibility and the investment mechanism have not been clearly defined. On this background, this thesis gives research and evaluation on the CIIC strategic organization mode using benchmarking research based on the organizational innovation theory, and provides the main plan for the A Group to achieve a strategic organization innovation according to the research which the author did during the internship in A Group.The thesis is divided into five captors. The first chapter explains the background, meanings and route of research; the second chapter studies on the theory about city management and organizational innovation, defines the concept of strategic organization innovation; the third chapter develops an evaluation system and mode using AHP and fuzzy integrative evaluation method aim at the characteristic of the city investment industry, and concludes the rules and characteristic of CIIC organization mode with benchmark research on Shanghai City Infrastructure Investment Corporation; the fourth chapter investigates the exterior environment for the strategic devepment of the A Group from three aspects, which are the macro- environment, the regional environment and the business opportunities; the last chapter educes the clear strategic directions for the A Group, pertinently provides the organization innovation plan according to the facts.The thesis has three main innovation points. First, it implements the latest organizational innovation theory on city infrastructure investment industry. Secondly, it uses the benchmark research on the organization evaluation mode. Thirdly, it solves the vital problem for A Group with strategic organizational innovation plan base on exterior environment research and organization diagnosis.更多还原
