【摘要】 2005年4月27日,十届人大常委会第十五次会议通过了《中华人民共和国公务员法》,使我国公务员制度的建设取得了突破性进展,填补了我国人事管理方面的空白,在我国人事制度发展史上具有里程碑的意义。正式制度建设方面取得的成就,客观上必然要求非正式制度的同步发展。因为,如果说公务员法是一个国家公共行政发展的法制化结果的话,那么公务员精神就是一个国家公共行政发展的价值化结果,二者的发展相互支撑,互为补充,形成公共行政发展的制度化机制。正是在这种背景下,2005年9月20日,在全国实施《公务员法》大会上,曾庆红同志将当代中国公务员精神概括为:热爱祖国、忠于人民;求真务实、开拓创新;顾全大局、团结协作;恪尽职守、廉洁奉公四个方面。本论文从我国公务员精神塑造的一般性出发,结合少数民族地区的特殊性,对少数民族地区公务员精神的塑造进行了系统分析。本论文共分为四个主要部分,第一部分是对公务员精神内涵的界定;第二部分是对少数民族地区公务员精神塑造的特点和功能的分析;第三部分是本论文的重点所在,主要通过对少数民族地区公务员精神塑造环境、主体、制度保障、途径方法以及塑造阻力的分析,构建少数民族地区公务员精神塑造的机制;论文第四部分是论文的特色部分,通过对少数民族地区公务员精神塑造与民族精神、民族政治文化、族际关系相互作用的分析,分析公务员精神塑造在少数民族地区存在的特殊性。少数民族地区公务员精神塑造是公务员管理发展中一项新的任务,并且是一项长期的、艰巨的任务,任重而道远,需要各界人士付出极大的努力,但我们坚信结果是值得期待的,必将进一步提高少数民族地区公务员管理的水平,为少数民族地区的繁荣、团结做出一定的贡献。更多还原

【Abstract】 On April 27, 2005, the tenth session of Standing Committee of the National People’s Congress 15th conference passed "the People’s Republic of China Civil service laws". It made the construction of our country’s civil service regulations obtained the unprecedented progress and filled the vacancy of our country’s personnel management and had the milestone significance in our country’s personnel system history. It is inevitable to requests the unofficial system’s synchronized development when official system construction aspect obtains the achievement. Because, if the civil service laws are the result of national public administration’s development legalization, then the official spirit is a value judgment result of national public administration development, the development of both supports and supplements mutually, forms the institution mechanism of the public administration development. Based on this background, on September 20, 2005, at the national implementing "Civil service laws" congress, Comrade Zeng Qinghong summarized the Contemporary China official spirit. There are four aspects: loves the motherland deeply, loyal to the people; strives for truth and innovates practically; Takes the entire situation into account, cooperates; adheres faithfully, discharges official duties in an honest manner. This paper embarks from the generality of molding our country official spirit, integrates the particularity of national minority area, and carries on the system analysis on shaping national minority area official spirit. The paper is divided into four parts, the first part is to define the term of the official spirit; the second is to analysis the characteristics and the function of shaping national minority area official spirit; The third is the key part, It is mainly through analyzing the environment, main body, institutional safeguard, approach as well as the resistance in shaping national minority area official spirit, construction spirit molding mechanism of national minority area official; The fourth is the characteristic part, through analyzing mutually impacts among molding the national minority area official spirit and the national spirit, the national politics culture, the relations between races to find out the particularity in the official spirit molding in the national minority area. The national minority area official spirit molding is a new duty in the official manages development, and is a long-term, arduous duty, is shoulder heavy responsibilities, needs the people from all fields of society to make the enormous efforts, but we believed that the prospect is worth anticipating.
