作为公共政策制定基础的网络民意研究

【摘要】 自从上世纪90年代中期以来,互联网在世界各国蓬勃兴起,掀起了一浪又一浪的发展高潮。互联网开始全面进入社会的各个领域,对经济、政治、军事、文化产生了深刻的影响。各国竞相在这一领域加大科研投入,以夺取信息时代的战略制高点。随着互联网在我国迅速的普及,这一新兴力量也在推动着我国的社会主义民主建设,借助互联网这一新渠道,民意得以更便捷、更准确、更充分的表达。因此,网络成为了人们关注的焦点,加强对网络政治现象的研究,不但是必要的,也是具有重要意义的。首先,本文从历史角度对网络民意产生的技术基础和社会基础进行了梳理,明确界定了“网络民意”这一概念。接着分析了网络民意的形成和特点,指出了网络民意是互联网时代公民利益表达的一种新方式。在我国诸多利益表达渠道不通畅的情况下,互联网无疑为公民的利益表达搭建了一个新平台,提供了一条有效的新通道。而且随着我国的社会主义民主进程不断推进,决策体制的完善,网络民意无疑为政府更高效的决策提供了广泛的信息;并且,在这种网络语境中培养了公民的民主参与意识。在此基础上,着重分析了网络民意作为公共政策制定基础的可能性。一是网络民意加强了政府与公民之间的沟通互动;二是网络民意推动了公共政策制定中的公民参与;三是网络民意提高了政府制定公共政策的透明度。网络作为新生事物,无论从技术上还是在实际应用中都存在发展的巨大空间,那么作为网络所载之物的网络民意当然就存在诸多缺陷。一是网络自身发展的不平衡以及网民的结构问题造成了民意表达的不充分,而网络的虚拟性特征又给网络民意中信息的客观性带来了质疑。本文拟就从法律、道德、技术三方面采取措施,让网络民意能有序顺畅的表达,为公共政策的制定,推进我国的社会主义民主建设发挥应有的作用。更多还原

【Abstract】 Since the mid-1990s, the Internet boom in emerging countries in the world, setting off a wave a wave another surge of development. With the rapid popularization in China, the emerging forces are also driving the construction of China’s socialist democracy, the new channel via the Internet, public opinion would be more convenient, more accurate and full expression. Therefore, the network has become the focus of attention, to strengthen the network of political phenomenon is not only necessary but also of great significance.First, this from a historical perspective in the network have the technical basis of public opinion and social foundation of the carding, clearly defines the "public network" of the concept. Then the network of public opinion formation and characteristics of a network that the public interest is the age of the Internet citizens of a new way of expression.
