【摘要】 旅游业在我国的发展历史较短,但增长速度十分惊人。由于旅游经济的增长受限于资源条件、客源市场、地区社会经济发展水平、地域经济结构等一系列自然人文因素,使旅游经济的发展在时间空间上呈现出非均衡的特点。从理论上看,非均衡增长不一定是不适宜、不协调的发展,关键在于把握一个合适的尺度,只要是在社会愿意承受其均衡代价,并可实现时空资源和生产要素最优配置,达到经济最大增长幅度的前提下,就可以视为是适宜的差异增长模式。促进旅游业时空合理布局对于旅游业可持续发展具有重大意义。本文从分析宏观调控政策对旅游业发展时空分布的影响入手,结合我国旅游业发展的历史和现状,提出优化和创新目前的旅游业宏观调控法律体系,希望能对我国旅游业健康和可持续发展有所帮助。本文共分为三个部分:第一部分,通过一系列数据的对比,对我国旅游业发展的时空分布不均衡现状进行展示,并分析了其对旅游业的可持续发展存在的危害。因此这一部分是提出问题的阶段;第二部分,从宏观调控法视角分析了旅游业发展时空分布不均衡现象产生的原因,这一部分是分析问题阶段;第三部分,归纳和比较了旅游发达国家针对旅游业发展时空分布不均衡的法律对策;针对我国实际,提出了我国旅游业发展时空合理分布宏观调控的建设性意见,这一部分属于解决问题阶段。旅游业发展时空合理布局的法律调整是一项系统工程,要求各法律部门的相互配合,共同完成。其中经济法中的宏观调控法发挥着极其重要的作用。笔者在文章中借鉴和引用了一些不同的观点,目的就是要融合之前学者在各自领域中对旅游业发展时空布局调控提出的好的方法和建议,打破互相独立、各自为政的局面,使它们互相结合、相辅相成,成为有机整体,只有这样,才能保证旅游业健康发展。更多还原

【Abstract】 The history of China’s development of tourism is relatively short, but the growth rate is very alarming. Because tourism economic growth is limited by a series of natural and human factors such as resources, tourist market, the level of socio-economic development ,the development of the tourism economy in time and space showing a non-balanced characteristice.Theoretically,non-balanced growth is notcecessarily inappropriate, uncoordinated development, the key lies in a proper grasp of the scale. As long as the community is will to bear the cost of its balance, and time and space resources can achieve optimal allocation of production factors to achieve economic growth rate of the largest under the premise, the growth can be seen as an appropriate patten .Time for the tourism industry to promote rational distribution of the sustainable development of tourism is of great significance. This paper start from analyzing macro-control policies of development of the tourism the impact of temporal and spatial distribution, proposing optimization and innovation to the tourism industry in the current magnificent control legal system. Author hope that the research can help the development of tourism industry of our country healthy and sustainable.This paper is divided into three parts:First part, through a series of comparative data, displays the temporal and spatial distribution of tourism development in balanced status quo,and analyzing the its harm of the tourism industry and the sustainable development. So this part is issues raised stage; second part, analyze the cause of unbalance of temporal and spatial distribution of tourism development from the perspective of magnificent control. This part is analysis stage; third part, summarized and compared against tourism development in tourism developed countries uneven spatial and temporal distribution of the legal response; in view of the reality, proposed some constructive comments about China’s tourism development time reasonable distribution of magnificent control, this part is for solving problem.Tourism development time is the law of the rational distribution of a project, it need every legal departments can coordinate with each other. In these departments, the magnificent control plays a vital role. In this paper ,author quote and reference some different views, aim is to integration the proposed method of controlling spatio-temporal distribution of tourism development from other scholars.
