江苏省环境与经济协调发展的时空演变研究

【摘要】 环境与经济的协调发展是构建社会主义和谐社会的重要组成部分,在保护环境的基础上,使经济又好又快的发展是和谐的体现。江苏作为全国经济的前沿阵地,经济迅猛发展的同时,生态环境却出现了恶化,研究江苏省环境与经济的协调发展状况,对江苏的可持续发展具有重要的现实意义。本文首先回顾了国内外环境与经济协调发展的相关研究,介绍了环境与经济协调的基本概念,对环境与经济协调发展的理论基础进行深入分析。构建了环境与经济协调发展的指标体系与评价模型,运用主成分分析方法,在分析江苏省经济现状和环境现状基础上,对江苏省13个地级市的环境质量指数与经济实力指数进行了测算,利用协调度评价模型进行协调度和协调发展度评价。根据指标体系评价结果,分析2002—2006年江苏省经济实力、环境质量、环境与经济协调度和协调发展度的时空演变,并利用GM(1,1)灰色关联模型对江苏省的协调度和协调发展度进行了预测。最后阐释江苏省环境与经济出现失调的原因与问题所在,进而提出相应的措施和解决办法。本文得出的主要结论包括:(1)时间角度分析,江苏省各城市以及江苏省总体的经济实力在不断增强,环境质量在不断改善,环境与经济协调度逐渐增大,不断趋于协调,协调发展度不断提高,江苏省环境与经济协调水平在不断提升。(2)空间角度分析,江苏省经济实力指数表现为南北方向上“两端高,中间低”,东西方向上“东高西低”的空间格局。环境质量指数呈现出南北方向上“两端低,中间高”,东西方向上“东低西高”的空间格局。协调度的空间格局表现为苏南高于苏北,高水平协调发展的城市主要集中在苏南,失调发展的城市主要集中在经济水平较差地区,研究时段内协调度重心表现出不断“西进北移”的特点。(3)江苏环境与经济协调发展的对策主要是经济方面要转变经济增长方式,调整产业结构,合理布局生产力,推进循环经济,进行清洁生产;环境方面要提高环保意识,健全公民参与机制,明确环境资源产权,加大环保投入,进行环境基础设施建设。更多还原

【Abstract】 The coordinative development of economy and environment is the part of harmonious socialist society. The fast and good development of economy incarnates harmony on the base of protecting environment.As the leader of economy in China, the economy in Jiangsu province develop very rapidly, but at the same time, the environment is deteriorating at a rapid pace. It’s significant to research the coordination between economy and environment for the sustainable development of Jiangsu province in practice.At first, this thesis looks back the related researches of the coordination between economy and environment in and abroad, and penetrates into the theory base of the coordination between economy and environment. On the base of analyzing the actuality about the economy and the environment of Jiangsu province, the thesis establishes the index system and the model for appraising coordinative development between economy and environment, and calculates the index of environment quality and economy strength for the 13 cities in Jiangsu by the principal component analysis method, and appraises the coordinative degree and coordinative development degree by the evaluation model. According to the evaluation result, the text analyzes the spatio-temporal evolvement of economy strength.environment quality and coordinative degree from 2002 to 2006 .Then the paper forecasts the coordinating degree and coordinative development degree by the gray model .At last, the thesis analyzes the reasons for the inconsistent relation between economy and environment in every city of Jiangsu. Some suggestions are made to promote the coordinative development between economy and environment.This paper achieves some conclusions:(1) The economy and the environment quality in every city of Jiangsu province become very well .Coordinating degree between environment and economy was improving in the last five years, the coordinating development degree was ascending every year.(2)On the spatial view.the economy strength index present high in north and south but low in the middle area, and it’s higer in the east area then the west. But the spatial distribution of environment quality index inverse to the economy strength index. Coordinative degree is higher in the south of Jiangsu than in the north. The cities in the south of Jiangsu province centralize the high level coordinative development degree, and the incoordinative development degree cities are all undeveloped cities. The center of gravity continually moves to north and west.(3) The regional coordinating development strategies between environment and economy in Jiangsu province are changing the model of the economy increasing, adjusting the structure of the industry, distributing the production in reason, promoting the circular economy development and the cleaner production; boosting up the environmental consciousness; establish the mechanism of citizens participation;conforming the environment resource property; enhancing the infrastructural investment.更多还原
