论和谐社会构建中的舆论监督

【摘要】 “社会主义和谐社会,应该是民主法治、公平正义、诚信友爱、充满活力、安定有序、人与自然和谐相处的社会”。和谐社会的构建离不开舆论的宣传与引导。在当代社会,新闻事业规模越来越大,掌握和传递信息越来越快。大众舆论比哲学、道德、宗教等意识形态更直接、更广泛地影响着整个社会活动和人们的思想意识。从这个意义上说,大众舆论位于意识形态领域的前沿。舆论工作应该以正确的思想理论、行动纲领、价值观念影响社会,形成健康向上的主流舆论,最大限度地统一不同阶层人们的意志和行动,促进社会的和谐发展与全面进步。本文以中国特色社会主义理论体系为指导,运用政治学、新闻学、经济学、法学等学科的基本原理,坚持理论与实践相结合的基本原则,阐述了舆论监督的涵义、性质、一般功能,述说了中国舆论监督的历史,评析了舆论监督的现状,进而探讨了在构建社会主义和谐社会的进程中,改进和加强舆论监督的一般原则和具体举措。本文的基本结论是:如果没有舆论监督作为保障,构建社会主义和谐社会的目标就不能实现。因此,在今后的一段时间内,应当遵循有利和谐、依法监督、客观真实原则,在宪法、法律的基础上,从以下四个方面改进和加强舆论监督:加强法制建设、扩大新闻媒体自主权、营造良好的文化氛围、建设高素质的新闻工作者队伍。更多还原

【Abstract】 The media supervision as one important way of supervision is widely used in modern democratic countries. To build Harmonious society of socialism in China, a healthy and sound system of democratic supervision system is also necesary. As a result, the study on Chinese media supervision has its important theoretical value and realistic meaning.Building harmonious society of socialism is unable to be separated from news media, the media supervision is located in the forward position of the ideological realm. The news work is an important component of partys’ entire cause, must grasp correct direction of public opinion and provide forceful public opinion support to structuring harmonious society.Follow the guidance of Deng Xiaoping Theory and the important thought of Three Represents, this article using the basic principles of Politics, Administration, Journalism, Law, analyse the past and present situation of the media supervision in China. It also probes into the principles and measures on how to improve and enhance the media supervision in China.The basic conclusions of this article are that without the media supervision, China couldn’t realize the aim of promoting social harmony and get new victories of building a moderately prosperous society in all respects. Consequently, from now on, in accordance with the general principles of democracy and the rule of law, the ideological line of seeking truth from facts and benefiting harmonious society of socialism, on the basis of constitution and laws, we need to improve and enhance the media supervision from the following five aspects: The first is to perfect its legal system circumstances. The second is to enlarge the degree of its self-government and autonomy. The third is to construct a journalist staff of high quality.The forth is to foster a culture of harmony and cultivating civilized practices.The final is to bring about an effective connection and beneficial interaction between government administration and news media.更多还原
