【摘要】 广西DL&S公司作为中石油58个海外公司中唯一在国内的石油炼化企业,因其行业的垄断性,所以不存在竞争问题,特别是近几年来国内经济的高速发展,轻质燃料油的需求量大幅度提升,但成品油价受国家控制,始终不能与日渐攀升的国际原油价相比,导致国内很多小型炼化企业经营困难,近年来国家关停了部分500万吨/年以下的小型炼化企业。在泛北部湾经济圈的影响下,广西DL&S公司虽然只有100万吨/年的加工量,由于地理位置好,在种种困难的情况下连年赢利。但随着中石油广西石化2000万吨/年炼化企业的开工建厂,以及集团公司内部的压力,特别是广西DL&S公司自身的不足,给广西DL&S公司带来了前所未有的困境。本文以石油炼化基本理论及相关的管理理论为支撑,重点分析广西DL&S公司所处的内外部环境,并对泛北部湾经济圈及中石油内部形势进行分析及预测,有利于广西DL&S公司认清机遇与挑战,有针对性地调整自己的发展对策,为广西DL&S公司实现可持续发展提供了决策依据,具有现实意义和参考价值。更多还原

【Abstract】 For the monopoly characteristic of the oil industry, Guangxi DL & S Company which is the unique petroleum refining companies among CNOPC’S 58 overseas companies does not have the competitive problems. Especially, with the high speed of Chinese economy’s development during the past few years, the needs of light quality fuel oil is raised up by a wide margin. As Chinese government’s control of the price of the finished oil, the domestic price can not be able to comparing with the international crude oil price which is rising gradually all the time. These lead to the small petroleum refining companies into the difficulty situation of manage. In recently years, the government has closed down and suspended operation of some tintype companies whose out puts is less than 5 million tons of per year. Although the Guangxi DL & S Company’s processing amounts is only 1 million tons per annual, due to its advantage of geographic location, the company has a surplus in the successive year under the impact of Beibu Gulf Economy.Because of the opening of CNOPC’S Guangxi petroleum and chemical enterprise whose outputs can reach 20 million tons of per year, the pressure of internal conglomerate, and the deficiency of Guangxi DL & S Company, Guangxi DL & S company lump into an unknown difficult situation.The author uses the theory of oil refining and relative manage theory to analyze the inside environment, and then gives analysis and the forecast of the inside of general Beibu Gulf economy circle and situation of CNOPC. Guangxi DL & S Company can be benefited from those studies, and can get a clear understanding of opportunity and challenge. Those can make Guangxi DL & S Company adjust the development of self countermeasure, realize of sustainable development, and provide the value reference to make development policy.
