BOSS计费系统的设计与优化

【摘要】 随着电信运营领域垄断因素的逐步消除,以及中国加入WTO后所面临的开放的电信市场,我国电信领域的竞争同益激烈。电信市场的竞争逐步从简单的价格战转向高层次的服务竞争,运营商把提高服务能力作为核心竞争力。电信企业计费(Billing)系统是电信支撑系统(BOSS)的核心,其准确性和有效性至关重要,计费系统的错误将直接影响结算、帐务及客户管理等系统的处理结果。由于我国电信用户的基数很大,计费系统任何微小的偏差所造成的损失都是巨大的。随着电信业的不断发展,现有的计费系统越来越不能满足市场的需要。如何能提出一套满足不断发展的业务需要、同时又能符合技术发展趋势的计费系统是电信企业目前面临的主要挑战。BOSS计费系统主要是解决如何计费和如何对业务进行支撑的问题。本文在对新一代的综合业务计费帐务系统的各模块进行设计分析的同时,进一步探讨了系统优化和限制收入流失的措施,通过系统优化,可以帮助运营商减少运营成本及增加利润。
【Abstract】 Because of the telecommunication realm monopoly factor dissolves gradually, andfacing open telecommunications market after China’s accession to the WTO, the competition of our country telecommunication realm is increasingly vigorous. Competition in the telecommunications market gradually from simple price war to a higher level of service competition, operators enhance service capabilities as a core competitiveness.billing system is the core of Business&Operations Support System (BOSS), its accuracy and the validity will be very important, mistakes in billing system will directly affect processing result of settle , Accounts and customer management systems. Because our country telecommunication user’ s cardinal number is very big, the loss caused by any small deviations of billing system are enormous, with the telecommunication industry unceasing development, the existing billing system can not meet the growing market needs . How can propose a set of billing system which meeting evolving business needs , while meeting the technical trends, is a major challenge which the telecommunication enterprise faces currently . Billing system mainly solves the questions of rating and the problems in Business&Operations supportUnder this condition, this article design and analysis the various modules of the new generation comprehensive service rating&billing system , further has discussed the measure of the system optimization and limit income drains, through the system optimization, may help the operators to reduce operation cost and increase profit.
