【摘要】 随着中央“人才强国”理念的提出,新疆相应地提出了“人才强区”战略。同时,新疆地区按照国家的政策方针相应地提出了建设和谐新疆、全面建设小康社会和建设社会主义新农村等新时期的战略目标和战略任务,并制定了“十一五”规划,明确提出了在今后五年内的各项具体的发展措施。如此背景之下,研究新疆少数民族人才开发意义重大。本文主要从三个方面对新疆少数民族人才开发进行阐述。首先阐述的是新疆少数民族人才的地位和作用,明确提出新疆少数民族人才的特点和概念;其次,分析了新疆少数民族人才开发的现状,在肯定成绩的基础上,指出了存在的问题,并对问题的原因进行了分析;最后,有针对性地提出了新疆少数民族人才开发的对策与途径。本文始终围绕着新疆少数民族人才开发这条主线,按照是什么、为什么、怎么办的思路,运用管理学、政治学、社会学、哲学、人类学等相关知识以及理论分析、参阅文献、宏观与微观相结合等研究方法,并结合人力资源开发的一些理论基础,从新疆的具体实际出发,对新疆少数民族人才开发进行了系统地阐述。更多还原
