【摘要】 “乡政村治”治理格局下的党政社关系以及国家、集体与个人间的关系调适还存在着诸多困难,仅仅依靠村民自治已经无法应对转型时期乡村社会经济发展与结构变迁所带来的挑战。惟有在体制改革和治理模式上有所突破与创新,构建起和谐的权力格局,方能使农村呈现出良好的政治风貌和发展势头。研究新时期的农村治理和农村中的多元化权力关系,应该从社会主义新农村建设和构建和谐社会的战略大局出发,从旧有思维模式的桎梏中解脱出来,克服重理论轻技术、讲对立忘统一、趋简单避复杂,以及宏观建构与微观操作相脱离的缺点,树立起科学、辩证的新思维和互利共赢的新观念,以高超的政治智慧和全局的高度选择适合中国农村实情、兼顾各方利益和愿望的战略方针。而且,更需要以务实的政治态度和娴熟的政治技巧,采取适当的技术策略,凸显公共治理的民主、公平与正义的价值。作为一种“良好治理”的理论与方法,善治特别强调国家与公民社会的合作,既追求民主、公平和正义等宪政理念的实现,又发展了公共治理中的新技术和新方法,实现了价值理性和工具理性的有效结合。以善治为分析框架和目标追求,它将为我们呈现一个以交往理性为指导、融秩序需求与利益需要于一体,在冲突与沟通中不断整合的乡村社会权力运作的动态结构,这将有利于在新农村建设的“宏大叙事”,中找到将社会主义制度优越性与“善”性贯彻下去的现实路径和策略。更多还原

【Abstract】 Under the model of "township governing and villagers autonomy", it had some difficulties in adjusting the relationship not only between ruling party, governments and society, but also between country, collective and individual. There is no doubt that merely depending on villagers autonomy, we couldn’t solve all problems coming with the development of social economy and changes of social construction in the rural areas in the transformation period. Only by means of innovation and breakthrough in governance construction to build a harmonious rural power pattern can we have a good political trend and prospects. To study the village governance and its pluralistic power relationships in new period, we should begin with the strategic situation of construction of socialism new countryside and harmonious society. We should also break down the old thinking modes and overcome some shortcomings, such as emphasizing more on theories than technologies, only talking about opposition but forgetting unification, tending to simplicity while avoiding complication, and separating the macroscopic construction from the microcosmic operation, etc., to establish a scientific and dialectical new thinking and new idea of achieving mutual benefits and a win-win position. Only by this means can we select a right strategy which will suit for the actual condition and meet the multifaceted needs of rural China. Moreover, we also need realistic political attitudes and suitable tactics to demonstrate the value of democracy, fair and justice."Good governance", as a theory and means of governance, pursuits constitutional democracy by developing a good relationship between state and civil society, and also develops new technologies and methods to achieve the goal of organic coupling between instrument-rationality and value-rationality. Regarding good governance as the analyzing frame and goal, it will present us a dynamic rural social power operation structure guided by communicative rationality and integrated the needs and interests in process of constant conflict and communication. And this would be beneficial to find the right way and tactics to play the advantages and righteous characteristics of our Socialist System during new socialist rural construction.更多还原
