城市社区警务防控体系研究

【摘要】 随着我国社会的转型和经济体制的转轨,各种城市犯罪问题日益突出,犯罪方式、犯罪手段、犯罪途径、犯罪动机等呈现不同的特点,城市社区治安形势面临复杂而严峻的局面。警务工作如何科学地整合社会群防资源,运用高效的技防设施,制定社区治安防控策略,完善社区治安防控,提高社区警察驾驭和控制社区治安的能力,遏制犯罪率上升的势头,构建和平稳定的城市社区,成为我国公安机关目前亟待解决的问题。西方社区警务的理论与实践研究,警务内容一般由社区预防犯罪、改革警务巡逻方式以密切警民关系、提供社会服务以改善警察形象、建立社区反馈机制等4个部分组成。社区警务自上世纪中后期从西方国家传入我国。在借鉴西方国家警务理论和成功经验的基础上,结合我国国情,中国社区警务改革制定了适合我国实际的社会治安综合治理方针,在这一方针的指导下,针对城市社区构建起具有中国特色的城市社区警务防控体系。城市社区警务防控体系是各种治安防控要素相互藕合而成的打、防、管、控一体化的警务运作系统,是新时期公安机关践行立警为公、执法为民,应对复杂治安局势,实现社会治安良性循环的新战略。经过多年改革与探索的实践,我国城市社区警务防控体系建设在取得可喜的成绩的同时,也存在一些急待解决的问题。这些问题突出表现为:物防基础不扎实;人防、技防脱钩,警务联动时效差;技防公共财政支持不足,技防设施覆盖率不足;对“事防”的重要性认识不够,不能防患于未然。城市社区警务防控体系建设必须以“发案少、秩序好,社会稳定,群众满意”为目标,按照法制化、规范化、制度化的要求,优化警力配置。完善城市警防控体系建设,要建立科学的城市防控警务机制、做强高效的技防警务机制、做好合理的人防警务体系、提高城市防控的整体效果;要在各级政府的统一领导下,加强宣传发动和统筹协调,采取相应的行政、经济、教育手段,分别突出发挥专门机关作用、市场作用、群众作用,形成打防结合、点面结合、条块结合、公秘结合、专群结合,内部外部整体联动、动态防控与静态防控相互策应、防控信息共享、指挥调度灵敏的城市社区防控网络,形成具有严密稳定长效功能的城市社区警务防控体系。更多还原

【Abstract】 Various urban crime problems are increasingly prominent with the transforming of China’s social and economic system. Crime, criminal means , criminal ways and crime motivation have different characteristics. While the urban community policing situation is more and more complex and serious. How to integrate social science resources with group protection, how to make use of the technical and defense facilities, how to improve community policing , how to control community policing capacity and how to curb the rising tendency of crime so as to construct a peaceful and stable urban community, all these are present tasks requiring immediate solution.Western Community Policing Theory and Practice consists of four components: the general community crime prevention, the reforming of patrol ways, the provision of social service and the establishment of community feedback mechanism. Combining with China’s present situation we have actual principles of over-all management of the social security. Urban communities guard prevention and control system is an one of various security elements. The defense, management, operation control system integration police and the security organs are to deal with the complicated situations and to achieve a virtuous circle of social order strategy.After years of exploration and practice of reform, China’s urban community policing control and prevention system has achieved some gratifying significance as well as existed some pressing problems. These problems include: no sound background for material precautions, the separation between material precautions and artificial precautions , the shortage of financial support for technology precautions, the lack of measurements of technology precautions and no preventive measurements.Urban community policing control and prevention system aims at "fewer crimes, good order, stable society and satisfied masses" and optimizes the allocation of police manpower in accordance with the rule of the law and the actual demands. The perfect urban prevention and control system need establishing a scientific mechanism, strengthening the technical and efficient mechanism, having a reasonable artificial precautions and raising the city’s prevention and control of an over-all effect at all levels. The construction of this kind of system needs the leadership of the government so as to schedule sensitive command control network in urban communities and create a stable long-term function of tight urban community control and prevention system.更多还原
