我国地方政府绩效评估研究

【摘要】 绩效评估是20世纪早期西方国家政府部门引进的一种管理工具,通过评价政府的工作成果和管理效率来提高政府的治理水平、改善政府与社会的关系。20世纪90年代以来,中国受全球化和信息技术革命的影响,在西方绩效评估热潮的带动下,对绩效评估进行了探索和尝试,大量政府绩效评估理论逐渐兴起,地方政府的绩效评估实践呈现出多样化的特征,并创造了许多具有特色的绩效评估模式。随着政府管理体制创新的推进,我国政府绩效评估在理论研究范式和实践发展方面都面临着挑战。英美等国政府绩效评估具有丰富的可资借鉴的经验与做法。本文首先分析西方国家政府绩效评估的理念变更、产生背景,并选取了英美两国的地方政府典型案例进行剖析,寻找有益的经验;然后着重介绍我国政府绩效评估实践的发展历程,分析其产生背景、特点、发展与完善等。其次,以杭州市政府绩效评估为研究对象,介绍了杭州市政府绩效评估的变革以及具体做法,总结其成功经验,进行深入系统的实证研究,为对策研究提供厚实的基础。再次,通过国内外政府绩效评估经验与杭州模式的比较,深入分析杭州市政府绩效评估中存在的一些问题,提出了推进杭州市政府绩效评估体系建设的具体措施。最后,提出完善我国地方政府绩效评估体系的思路,进而提出完善我国地方政府绩效评估的具体对策,使我国政府绩效评估走上科学化、制度化的道路。
【Abstract】 Government performance measurement is one kind of tool introduced by government at the early 20th century to improve governance and relationship between the government and society through evaluating the achievement and efficiency of government. Since thel990s,globalization and the information technology revolution happened, under the impetus of western performance evaluation, our country has started a lot of research , a large number of government performance measurement gradually on the rise, the local government’s performance appraisal practice show a variety of features, and create a lot of the characteristics of performance measurement models. As China’s reform continues, new challenges have also emerged .United States and British Governments performance evaluation has rich experience to be used as reference and practices. Firstly, the paper analysis western countries’ idea ,background and experience enlightenment, and select the UK and USA’s typical case of local governments to analyze and find useful experience; then introduce China’s Government Performance Evaluation course of the development of the practice, generally referred to as the four model, analysis background, characteristics, development and perfect. Secondly, take Hangzhou City Government Performance Evaluation for study, summing up the successful experience and conduct in-depth system empirical research, to provide countermeasures solid theoretical basis. Thirdly, through the Government Performance Evaluation experience and Hangzhou model comparison, in-depth analysis of Hangzhou in the Government Performance Evaluation some of the issues and challenges. Finally, in summing up experiences papers and analysis on the basis of issues and put forward a series of Hangzhou promote the construction of a system to assess the performance of specific measures, push China’s Government Performance Assessment on scientific, and systematic way.
