【摘要】 本文通过对南京市食品安全管理预警机制现状、存在的问题以及造成这些问题的深层原因分析,并结合国外在食品安全预警管理上的成功经验,为南京市政府构建食品安全管理预警机制提供扎实的理论根据和可行性政策建议。全文共分六大部分:绪论说明了论文的研究意义、研究方法以及研究思路;其次简要介绍了危机预警的前沿研究成果,包括了理论支撑——预见性政府治理;然后在介绍南京市食品市场发展现状的基础上,详细分析了南京市食品安全管理预警机制建设中取得的成绩及存在的主要问题,综合分析造成这些管理困境的深层原因,尤其注意低廉违法成本对食品安全预警机制建设的影响。最后本文运用相关基础理论,借鉴当前预警机制最新研究成果,构建了南京市食品安全管理预警机制的基本框架,本框架包括:充分发挥协调机构领导作用,建设强有力的组织框架;加强食品安全立法;建立高效的食品安全检测体系和食品信息分析共享体系;完善食品信息可追溯系统;重视预警管理科技投入和人员培训等等,这些措施将为南京市提高食品安全预警能力、强化食品安全危机意识起到借鉴作用。更多还原

【Abstract】 The research focuses on Nanjing food market safety management warning mechanism from the angle of deep analysis on the present situation and its existing issues. The paper mainly aims to provide solid theories and feasible policy suggestions to Nanjing City Government in constructing food safety supervising and managing system by utilizing foreign referential experience.The full text divides into six parts: The author briefly introduces the background information, research technique, and research approaches at the very beginning. Then, it explains the main front theories in academic circles, such as—the Predictability Governance theory which is fundamental. Naturally, it presents Nanjing City Government’s achievements and analyzes the deep social factors causing management confusion. Among all these factors, the low cost of breaking the law has more passive effects to food security.In the last part, the author attempts to provide the corresponding theoretic basis for constructing food safety management warning mechanism. The Countermeasures simply are as follows: constructing powerful organic framework, perfecting food safety regulations; intensifying early detecting and information analyzing and share system; amending food information traceability system; stressing science and technology input and training of manpower. All these measures could provide a referential source to raise food safety warning management and strengthen food safe crisis awareness.更多还原
