我国责任政府建设的制度设计

【摘要】 作为民主政治的产物,责任政府目前已成为现代世界各国政府治理的普遍理念。建设责任政府是机构改革与政体改革的桥梁,建立一个真正负责任的政府应该成为政府管理体制与行政改革的根本目标。一个负责任的政府自然是一个有限的、高效的、法治的、服务的政府,这也必然会推动我国民主现代化的进程。本文首先阐释了责任政府和政府责任的涵义以及责任政府的理论基础,系统分析了我国责任政府建设已取得的成果、存在的问题以及继续实行存在的障碍,而后通过对西方政府责任模式演变的分析,即传统公共行政、新公共行政和新公共管理的政府责任模式三个阶段,总结出可供我国责任政府建设借鉴的经验。在此基础上,提出具有针对性的对策和建议,着重从制度角度出发完善与建构责任政府,包括行政问责制度、政府决策责任制度、行政执法责任制度、行政权力监督制度、绩效考评制度等。这些制度都是建设责任政府不可或缺的重要环节,从法律体系、政府管理、公民意识以及政府与公民的互动中加快我国责任政府建设,塑造以民为本、责任为先、健康有序的政府新形象。更多还原

【Abstract】 As a product of democracy, the Accountability Government has now become the general concept of modern governance around the world. The construction of the Accountability Government is the bridge of institutional reform and the political system reform. The establishment of a truly responsible government should be the fundamental objective of government institutional and administrative reform. A responsible government, naturally, is a limited, efficient government, giving service to serve the people under the rule of law, which will certainly promote our democratic process of modernization.This paper first explains the meanings of the Accountability Government and the government’s responsibilities as well as the theoretical foundation. Then the paper analysis the achievements, the problems and the obstacles in the process of the Accountability Government building. Through the statement of the Western models of the government’s responsibilities, which are under the stages of the traditional public administration, the public administration and the new public management, the paper sums up some experience for our accountability-government construction. On these bases, the paper proposes some targeted measures and suggestions from the perspective of improving the system to construct a responsible government, including the accountability system, the decision-making responsibility system for administrative law enforcement responsibility system, the power system, the performance evaluation system, which are an indispensable part of the government building. Through the improvement of the legal system,government management, civic awareness, as well as the interactive between the government and the citizens, we can speed up China’s Accountability Government building and shape a new government with a healthy and orderly image to serve the community with responsibility first.更多还原
