【摘要】 能源外交的概念始于二战以后。所谓能源外交,是指国家为了保证本国社会积极发展和能源安全所制定的能源对外政策,及国家的外交、外贸和能源等部门的具体对外实践活动。随着国际油价的不断攀升,能源问题牵动着当代国际政治与经济全局,开展能源外交活动、保障能源安全已成为世界各国国家外交的重要组成部分。中俄两国分别为当今世界最重要的能源出口国和进口国之一,由于视角和立场的差异,中俄两国能源外交各具特点。本文在比较研究中俄两国能源外交的基础上,首先对两国能源的基本形势作出客观的判断,重点分析了双方的能源合作的领域和区域,并就合作中存在的问题和风险提出了针对性的建议和对策。中国和俄罗斯山水相连,两国在能源领域具有很强的互补性。由于彼此特殊的地缘政治利益,以及在国际政治舞台上许多共同的目标,1996年中俄战略协作伙伴关系的建立和2001年上海合作组织的成立、中俄睦邻友好合作条约的签署,为两国的双边合作奠定了扎实的基础,其中能源合作就是其中最重要的领域。论文共分为六章,第一章主要阐明了本文研究的意义及国内外研究现状;第二章是对中俄两国的能源外交特点进行了比较研究,归纳了两国分别作为能源进口国和出口国的不同能源外交战略特征;第三章、第四章分析了中俄两国的能源基本形势,针对两国的能源特征提出双边合作的重点领域是油气、管道建设和核电项目,重点区域是俄东部地区和里海地区;第五章、第六章分别指出了中俄双边合作中存在的内部问题和外部风险,并为今后加强合作提出六条建设性的第思路。本论文借鉴国家间合作理论、地缘政治学、现代西方经济学相关理论、博弈论、环境能源经济学及可持续发展理论进行跨学科研究论证,采用定性分析与定量分析相结合,力求在研究成果具有可操作性。论文的特色表现为(1)对中俄能源外交进行比较研究,归纳总结了两国的能源外交的异同点;(2)从地理学科的角度提出了中俄能源合作的重点领域和重点区域,具有可操作性;(3)对中俄能源合作存在的问题和风险进行比较深入的分析,并提出具体对策。更多还原

【Abstract】 The term energy diplomatism emerged from the end of world war II. Energy diplomatism refers to diplomatic policy and act of department of diplomatic, foreign trade and department of energy which could keep healthy development and energy safety. Along with the constant increasing of oil price, energy becomes an important part of diplomatism which affects international politics and economy. As China is one of the most important oil import country and Russia is one of the most important output country, the two counties have different energy diplomatism. This study compares the two countries’ energy diplomatism, analyzes the cooperation of energy and gives advises to the energy cooperation.Having lots of same object on international political area, China and Russia are the complementarity mutually on energy. The establishment of stratagem cooperation relationship on 1996, Shanghai cooperation organization on 2001 and subscription of China Russia neighbouring amity treaty make excellent contribution for the cooperation. This article has six chapters, the first chapter clarifies the aim the energy diplomatism, the third and the forth chapter analyzes the basic energy position, the fifth and the sixth chapter points out the risks, giving some advise to enhance the cooperation.This study stresses the theory of national cooperation, geopolitics, and sustainable development for reference; also, it uses qualitative analysis and quantitative analysis to confirm the result of the study believable. This study has three shining point: Firstly, it compares the energy diplomatism of China and Russia; Secondly, it brings forward the key field and the key aeras of energy cooperation; Thirdly, it analyzes the problems and risks on the energy cooperation.更多还原
