【摘要】 本文运用技术经济分析方法对引黄入晋工程的社会经济影响进行了后评价,力图为引黄入晋二期工程提供借鉴和经验。建立了包含宏观经济、本部门经济、相关部门经济、人民的生活水平、环境影响和当地居民的影响六个一级指标、十七个二级指标的引黄工程技术经济指标体系;设计了“引黄入晋工程社会经济影响评价指标重要性调查表”和“引黄入晋工程社会经济影响评价指标评语征询意见表”,邀请十位权威专家对调查表进行打分,应用改进的层次分析法确定了评价指标的综合权重;建立了引黄入晋工程社会经济影响评价的模糊综合评价模型;应用多层次模糊综合评价法对此项目进行了综合评价。其结果为引黄入晋工程社会经济影响属于“较好”评判级,其隶属于“较好”的程度为0.387。说明引黄入晋工程自建设和投入使用以来,取得了良好的社会经济影响。本文的创新之处在于:对传统的层次分析法的标度值进行改进,改进的标度值更精确、更能保证判断矩阵的一致性。更多还原

【Abstract】 This paper makes after-evaluation about the socio-economic impact of ShanxiYellowRiverDiversionProject bytechnical and economicanalysis method,so that toprovide references and experience for the second phase project of the Yellow RiverDiversionProject.The author established the technical and economic indicators system of YellowRiver Diversion Project which includes six top indicators composed bymacroeconomic, sector economy, the relevant departments economy, the people’sliving standards, the impact for environmental and local residents, as well asseventeen secondary indicators, designed“The Socio-economic Impact of YellowRiver Diversion Project Assessment Indicators Importance Questionnaire”and“TheSocio-economic Impact of Yellow River Diversion Project Assessment IndicatorsReviewsAdviceTable”,invited10authoritativeexpertstomarkthequestionnaireanddetermined the comprehensive weight of evaluation index by Analytic HierarchyProcess, applied Multi-level Fuzzy comprehensive evaluation method to makecomprehensive evaluation for this project. The result: the socio-economic impact ofYellow River project in Shanxi has a“better”evaluation and the degree belongs to“better”is 0.387. This result explains the Yellow River Diversion Project in Shanxihasgotagoodsocio-economicimpactsinceithasbeenbuiltandputintouse.Theinnovationofthis paperlies in: improvedtheScalingvalueofthetraditionalAnalytic Hierarchy Process.
