航天四院民用产业科技人才激励机制研究

【摘要】 研究与开发活动是航天四院民用产业形成技术核心能力的主要手段,从事研究与开发活动的科技人才是民用产业生存与发展的关键资源。目前科技人才的短缺是航天四院民用产业实现跨越式发展面临的最严重的问题之一。如何通过有效的激励机制来吸引和留住科技人才,成为一个亟待解决的问题。本文研究的主题是:如何建立起完善的民用产业科技人才激励机制,充分调动科技人才的积极性和创造性,使科技人才的智力资本转化为民用产业的竞争优势,推动企业不断创新和持续成长。本文主要有五章,第一章是导论,分析了选题背景与研究意义,论文采用调查研究法、对比分析法、SWOT分析等方法,对四院民用产业科技人才激励机制展开了研究,明确了研究思路与框架;第二章根据管理学、经济学和心理学对激励理论的研究,概述了科技人才激励的研究成果,分析了科技人才的特征和需求,明确了激励机制的内容,为设计航天四院民用产业科技人才激励机制奠定了基础;第三章在对民用产业整体科技人才分析研究和问卷调查的基础上,分析了四院民用产业科技人才激励机制现状,指出了存在问题;第四章根据人力资本的价值性和独特性,构建了四院民用产业科技人才的激励机制,论述了实施中的关键问题和解决方法。指出物质激励是激励机制的核心要素,要注意短期激励和长期激励的结合,物质激励和精神激励的结合;第五章论述了激励机制实施的保障措施,即建立研发平台、构建管理体系、建立绩效考评体系,营造有归属感和创新的企业文化,实施有效沟通,约束和激励并存等。本文把研究重点放在航天四院民用产业科技人才激励机制上,重点论述了宽带薪酬设计、灵活福利设计、虚拟股权激励等激励措施,适应了企业大发展的要求,对其他航天单位民用产业发展有借鉴意义,对促进航天民用产业十一五规划的实现,具有重要现实性。

【Abstract】 Research and development is main means for forming core technique capability of civilian industry, and scientific talents who go in for research and development are key resource for survival and development of civilian industry. The shortage of scientific talents became one of the most serious problems for realizing large development of aerospace civilian industry. How attracts and detains the scientific talents through the effective incentive mechanism, becomes question which urgently awaits to be solved.The subject of the paper is how to establish the perfected incentive mechanism of civilian industrial scientific talents, to arouse the enthusiasm and creativeness of scientific talents and make intellectual resources transformed into competitive edge of civilian industry, further promote continuous innovation and development of enterprises. The paper is divided into five chapters, the first chapter is guide section, and background of selected topic and research meaning were analyzed. The incentive mechanism of scientific talents was studied by means of statistic survey, contrast analysis, SWOT methods, and investigation train of thought and framework were determined. The second chapter is as follows: based on incentive theory research about management, economics and psychology, the incentive research achievements of scientific talents were summarized and discussed, and characteristics and requirements were analyzed, then the content of incentive mechanism was determined, which lay the foundation of incentive mechanism for civilian industrial scientific talents. In the third chapter, status on incentive mechanism for civilian industrial scientific talents was analyzed, and existential problems were pointed out on the basis of integral analysis investigation and questionnaire investigation for civilian industrial scientific talents. In the fourth chapter, incentive mechanism for civilian industrial scientific talents of the fourth academy were established based on value property and originality of personal capital, and some key problems and solution measures were discussed; material incentives were the core factor of incentive mechanism; which should attentively combine short-term incentives and long-term incentives as well as material incentives and mental incentives. In the fifth chapter, protection measures of incentive mechanism were discussed, such as establishing development platform, management system and achievement check-up system, constructing enterprise culture, taking coexistence measures of effective communication, restraint and incentives.Research gives emphasis on incentive mechanism for scientific talents of aerospace civilian industry, and some incentive measures including wide-band salary design, flexible benefit design and virtual stock right incentives were emphatically discussed so as to fit in with development requirements of enterprises, which can provide the reference for other aerospace civilian industries, furthermore promote "ten-one-five"program realization of aerospace civilian industry and possess important reality.
