【摘要】 在全球进入新的发展时期,各种挑战层出不穷,严峻危机时有发生的形势下,探索新的治理模式避免治理危机或通过治理避免危机保持经济社会协调发展已经成为世界各国政府领导人共同面临的课题。行政问责制从一面世,就引起了广泛的关注。它从政府自律角度,着力突出了政府管理中责任与权力一致的原则,是政府探索规范自身行为的有益尝试。行政问责制继党内民主和村民选举后,成为中国政治体制改革的亮点。但在实际运作中,如果不辅之以制度保证,问责制也有可能被扭曲、变形,以至沦为选择性惩罚以防止责任范围扩大、甚至掩盖更大责任的工具。更多还原

【Abstract】 The accountability system in administrative becomes the focus since it emerges after Village Administration and Villagers Self-Government and Inner-Party Democracy. It gives emphasis to the principle that the responsibility should match the power in the light of government’s self-discipline, of course, it is a valuable try for self-control. However, The accountability system would be warped in practice if it isn’t guaranteed by the good system.更多还原
