【摘要】 当代中国农村村级治理采取的模式是村民自治。在物质基础、社会结构、文化及传统等因素的影响下,目前我国农村存在着大量的实质上的经济能人治理,这种现实是村民自主选择的结果。在处于经济社会转型时期的当代中国,经济能人治理既具有积极的作用,也具有同民主、法治精神和现代管理理念相背离的局限性。村级治理,就是农村公共权威管理农村社区,增进农村社区公共利益的过程。农村治理中的公共权威既可以是官方的,也可以是民间的,或官方与民间机构的合作。经济能人指的是在农村经济社会分化过程中崛起的经济上的领军人物,他们通常以突出的经济才能在改革潮流中脱颖而出。而能人权威正是指他们所具有的使村民产生信任、敬畏与服从的特质和效果。本文采取实证研究的方法,通过对临武县K村的专项调查,基本了解了K村的社会经济情况,并分析了K村现有经济能人的主体情况以及发展趋势。在研究中认识到K村经济能人参与村级治理所必要的主观和客观条件:其主观条件包括经济能人的个人素质和表现、本村及乡镇干部的交往和经济能人所控的社会资源;客观条件包括政治条件,即政治民主化程度;以及大环境下的社会经济条件。K村经济能人一方面通过政治参与来影响本村治理,另一方面农村经济能人在本村的经济建设中具有“领头羊”的作用。K村经济能人参与村级治理的动机包括:利益驱动、民主意识与觉悟、自我实现与自我价值意识、责任感与荣誉意识等方面。K村经济能人参与村级治理存在以下特点:有特色的村级管理制度,参与村级治理的经济能人中退伍军人多,受本村宗族的影响较大。K村经济能人参与村级治理存在的问题有:经济能人自身的能力缺陷,个人经济利益与村集体利益常出现矛盾,群众缺乏对经济能人有效的监督。最后通过对个案研究,联系我国现阶段农村的现实情况,得出了以经济能人为主导的农村经济能人治理是经济与社会转型时期的特殊产物,其必然转向民主治理和法治治理的结论。提出应立足于时代的要求,结合农村经济能人自身的局限,对其进行合理的改造、引导它的健康发展,使之民主化、法治化。更多还原

【Abstract】 Contemporarily, Chinese rural village governance model is taken by the villagers autonomy and the material basis of the social structure, culture and traditions under the influence of such factors, China’ s rural areas there are a lot of the elite of governance in essence, this is he result deternined by the reality and choosen by the villigers independently. During the period of economic and social transformation of present China, the elite governance has its positive role and goes against the limitations of the same democracy, the rule of law and modern management conceptIn this paper, empirical research method is adopted through the village of the Linwu County K special survey to understand the socio-economic situation in the village of K and analyze the main situation and its developing trend o of the existing economic elite of the K Village. In the study , the paper recognized the necessary subjective and objective conditions of the economic elite to participate in K village by village-level governance, the subjective conditions for the economic elite, including the personal qualities and performance of the village and township cadres exchanges and economic elite control of social resources; objective conditions First, political conditions, the degree of political democratization, and the second is the environment of socio-economic conditions. K Village economic elite to participate in village governance for the concrete form of political participation and of two aspects of economic impact, one is through participation in the political ways to influence the village governance, on the other hand rural economic elite in the economic construction in the village had " leader ". K Village economic elite to participate in village governance motives include: interest-driven, democratic consciousness and awareness of the value of self-realization and self-awareness, sense of responsibility and honor of four. Through investigation, K Village by village-level participation in the economic governance of the elite three characteristics: participation in village-level governance in the economic elite veterans ratio, the greater the impact of the village clans. And the political participation, economic impact, as well as three security management perspective, with the actual K Village, sum up their economic participation in village-level governance of the elite few problems and hidden dangers.Finally, the case studies have concluded that the elite-dominated rural governance drawn by the economic elite is a special product of the economic and social transition period at this stage with the reality of China’ s rural areas, with the inevitable democratic governance and the rule of law to the conclusions of governance , in the process, the higher goverment need do the effective guidance and help for village-level organizations for the two village-level management restructuring, to strengthen and improve the degree of organization abd local laws and regulations, and other measures.
