【摘要】 公用事业经营中效率与公平的矛盾是长期以来困扰人们的一个难题,民营化作为解决这一困境的手段之一,自上世纪70年代起被世界各国广泛采用。我国公用事业的民营化尝试真正开始于上世纪90年代,近年来,在政府相关政策的指引下,民营化浪潮方兴未艾。本文将目光聚焦在公用事业的典型代表——网络型公用事业,从网络型公用事业民营化的趋势谈起,对我国目前网络型公用事业民营化改革的现状进行了分析概括,结合电力、自来水等具体行业,探讨了当前民营化改革所取得的成效和出现的问题,然后根据理论框架和现状分析,对如何进一步推进网络型公用事业的民营化改革进行了探讨,以期对各地愈演愈烈的民营化改革有所裨益。继而在前文理论和实例分析的基础上指出,民营化虽然愈演愈烈,但毕竟只是工具而非目的,也并不代表政府职能的弱化,我国网络型公用事业在一定时期内还将保持国有民营共同运作的状态。文章最后对今后有待进一步研究的方向进行了展望。更多还原

【Abstract】 The contradiction between efficiency and impartial is a difficult problem perplexing people in the operation of public utility for a long time , and as one of the means of solving the problem, privatization is adopted broadly from 1970s by different countries in the world. The privatization of public utilities in China started from 1990s, and it is indeed popular under the courage of local governments in recent years. The thesis focuses on net public utilities, which is typical in public utilities. This thesis studies from the privatization trend of net utilities, then analyses our country’s current situation of net public utilities’privatization; with the example of electricity power and running water utilities and etc, the author talks about the achievements and problems of the current privatization reform in the net public utilities industry. According to the theories analyze and current situation analyze, the author tries to bring forward a countermeasure for China’s net public utilities privatization, and expect to contribute something to the privatization reform. Standing on the foundation of former theories and practical analyze , the thesis suggests that , although the privatization reform is indeed popular , it’s just a tool , not destination; privatization does not stand for the reduction of government’s responsibilities; and our country’s net public utilities industry will keep the situation of operating by the public and private enterprises in a long time period.
