【摘要】 “科学技术是第一生产力”的论断已经得到普遍承认,但是,科学技术不会自发地形成现实生产力,只有科技人才合理、有效地去应用它,才构成“科学技术是第一生产力”的必备条件。文章以苏州市科技人才为研究对象,以人力资本理论、新经济增长理论、人才开发理论、区域人才开发水平评价等相关理论为依据,分析了科技人才与苏州市社会经济发展之间的关系,科技人才已经成为苏州城市竞争力的核心推动要素。文章从静态、动态、与其他城市的比较三个层面分析了苏州市科技人才开发的现状,在与其他城市的比较过程中,本文建立了相对简单的区域科技人才开发水平评价指标体系,作为苏州市与其他城市比较的分析框架。通过调查和访谈,文章分析了苏州市科技人才开发存在的主要问题,并从观念、城市经济结构、区位、历史四个方面进行了原因分析。最后是苏州市科技人才开发的政策建议,从提高科技人才素质和整体质量、高层次科技人才的有效开发等五个方面提出了推进苏州市科技人才开发的有效对策。更多还原

【Abstract】 The judgment“science and technology is the first productive forces”is already acknowledged generally, but the science and technology will not form the realistic productive forces spontaneously, only then the scientists and technicians apply it effectively, then constitute the essential condition of“the science and technology is the first productive forces”. The article take the Suzhou scientists and technicians as the object of study, take the human capital theory, the new economic growth theory, theory of the development of talent, the level appraisal of region development of talent and so on theories as the basis, has analyzed the relation of the scientists and technicians and between the Suzhou socio-economic development, the scientists and technicians already became the essential factor for competitive power of Suzhou. The article has analyzed the present situation for development of Suzhou scientists and technicians from static, tendency and comparison. in the process with other city’s comparison, this article has established the simple level evaluating indicator system of region scientists and technicians development, as the analysis frame of Suzhou and other urban comparison. Through the investigation and the interview, the article analyzed the subject matter of development of Suzhou scientists and technicians, and carry on the reason analysis from the idea, urban economy structure, position and historical aspects. Finally is the policy suggested that from improved the scientists and technicians quality and the overall quality, the top level scientists and technicians’ effective development and so on five aspects to advance the development of Suzhou scientists and technicians.更多还原
