【摘要】 突发公共事件始终伴随着人类文明的发展,从早期的自然灾害到近代工业革命的技术事故、环境灾害,可以说突发公共事件是人类文明进步的影子;当今,随着全球化浪潮的不断深入,信息作用越来越重要,信息共享对于突发公共事件的预防、应对以及恢复起着十分重要作用。更重要的是,一旦出现危机,信息共享可以保证政府做出及时和准确的决策,协调应对危机的行动,提高政府应急能力。本文从突发公共事件基本概念着手,通过综合运用行政管理学、信息学等基本理论,分析了突发公共事件管理过程中信息共享瓶颈,并提出了突发公共事件信息共享瓶颈解决方案的具体内容和措施,以为突发公共事件管理能力提高提供参考。全文共四章,第一章对突发公共事件信息共享相关问题进行了界定;第二章重点分析了突发公共事件信息共享瓶颈表现及原因;第三章具体阐述了突发公共事件信息共享瓶颈的解决方案;第四章对突发公共事件信息共享发展趋势作了一些展望。更多还原

【Abstract】 Public accident always accompanied by the development of human civilization. Natural disasters from early to modern industrial revolution’s technological accidents、environmental disasters, It can be said that the public accident is the shadow of the progress of human civilization; Today, with the continuous deepening of the globalization trend, information have an increasingly important role, information sharing plays a very important role for the public accident prevention、response and restoration. what is more important is that once a crisis, and information sharing to ensure that the government can make timely and accurate decision-making, coordination of response to the crisis action to improve the emergency response capabilities. In this paper, the basic concept of public accident initiated by the integrated use of administration, information science and other basic theory, analysising the information-sharing bottlenecks in public accident management process and making a bottleneck solutions for public accident information sharing and the specific content of measures to enhance the public accident management capabilities.By a total of four chapters, Chapter I gives an overview of the concept related to the information sharing of public accident, second chapter of the public accident focus on the performance and reasons for the information-sharing bottlenecks; Chapter III of the specific bottleneck solutions for information sharing of public accident; Finally, I did some the Outlook on information sharing trends of the public accident.更多还原
