【摘要】 进入新世纪新阶段,在中国改革开放和现代化建设的重要战略机遇期,中国共产党提出了人才强国战略。这一战略是中国共产党领导人民建设、发展中国特色社会主义的三大战略之一,是我国人才领域的一个总体战略,它将贯穿于我国现代化建设的全过程。对中国共产党人才强国战略思想进行研究,将有助于我们更好地了解人才在全面建设小康社会、增强我国的国际竞争力和加强党的执政能力建设中的重大作用,增强对做好新时期人才工作重要性和紧迫性的认识,更好地理解和把握人才强国战略思想的深刻内涵和重大意义,从而自觉地为实施人才强国战略作出自己应有的贡献。本文在写作过程中采用了归纳演绎法、比较研究法、主要是文献研究法等研究方法,在广泛占有资料的基础上有针对性地进行理论分析和论证,理论联系实际地对中国共产党的人才强国战略思想的形成和发展过程、特点和价值进行了分析研究,提出了人才强国战略思想形成发展的四个阶段,人才强国战略思想的四个特点,人才强国战略思想的理论和现实价值,形成了完整的论文。本论文有一定的创新性和较强的现实性。更多还原

【Abstract】 Entering into a new phase of development in the new century and embracing the crucial strategic opportunity brought forward by China’s opening up to the outside world policy and modernization, the Communist Party of China proposed the strategy of strengthening the nation on talent. As a general strategy in the field of talents and human resource in our country, the strategy of strengthening the nation on talent is considered as one of the three major strategies by which CPC abide while leading people to build socialism with Chinese characteristics. And this basic national strategy will be enforced throughout the whole process of China’s modernization project. Researching into the strategy of strengthening the nation on talent raised by CPC will enable us to understand better the significance of this basic national strategy in building a well-off society in an all-round way, improving China’s international comprehensive competitiveness and the governance capacity of Party; recognizing better the importance and emergency of educating and fostering talents in the new century to develop our country; mastering better the profound connotation and nature of talent strategy, so as to positively and vigorously make our own contribution to the enforcement of strategy of strengthening the nation on talent.Employing the method of induction and deduction, the method of comparative study and the literature research method, based on pointed theoretical analysis and demonstration, integrating theory with practice, this paper analyzed the formation, development, characteristics and significance of the strategy of strengthening the nation on talent, introduced the four phases of the formation and development, the four basic characteristics, theoretical and realistic value of talent strategy.
