【摘要】 改革开放以来,随着我国经济的快速发展、社会主义市场经济体制的建立与不断完善,我国的科学技术水平也同时得以迅速地发展,取得了长足进步。但是,由于我国的科学技术水平底子薄弱,长期经费投入严重不足,导致我国的科学技术水平尤其是的应用科学技术水平与发达国家之间仍然存在相当大的差距。而在国内,自1979年改革开放以来,湖北省的科技实力在全国各省市中的排名已明显下滑,由一个科技强省滑落成一个科技实力一般的普通省分,如若再不迅速采取措施扭转这种局面,不仅湖北省中部龙头的地位不保,可能还会在全国各省市中沦为末流省市。实施科技专项基金战略,是我省的一个可行而有效的战略选择,本文试图通过类比以及归纳推理的方法,阐述我省实施农产品加工专项科技基金战略的必要性及具体思路和措施。本文首先阐述了我省实施专项科技基金战略的必要性,提出了湖北省科技专项基金战略的目标和基金设立的基本原则,介绍了当前国内外及我省农产品加工业发展的现状,指出我国农产品加工领域中存在的问题与不足,分析了我省设立农产品加工专项科技基金的必要性、可行性,探讨并提出了湖北省农产品加工专项科技基金战略的目标和内容体系,对湖北省农产品加工专项科技基金的申请程序、湖北省农产品加工专项科技基金项目的实施与管理和农产品加工专项科技基金项目的验收进行了探讨,并在此基础上提出了湖北省农产品加工专项科技基金项目管理的一整套程序和实施办法。论文对我省实施专项科技基金战略的必要性尤其是实施农产品加工专项科技基金战略的必要性进行了全面的阐释,并首次提出了湖北省农产品加工专项科技基金战略的目标和内容体系,而且还提出了湖北省农产品加工专项科技基金项目管理的一整套程序及办法。论文的结论是,实施农产品加工专项科技基金战略是我省实现科技强省的一项重要的战略举措,是我省当前的必然选择,从对湖北省农产品加工专项科技基金项目管理的一整套程序及办法的研究表明,这也是一个可行的选择。更多还原

【Abstract】 With the accelerated developing of Chinese economy since opening and reforming in china,socialism marketing economic system was established and kept sustaining improvement,and simultaneously the level of science and technology was developed quickly and had get a considerable progress.However,because of the weakness basis of science and technology and severely shortage of research fund for a long time in China,the level of science and technology,specially in applied technology,has a big gap between the developed countries’ and ours.At the same time,the strength in science and technology of Hubei had weakened abruptly and now its’ rank in domestic had been a marked decline.As a result,Hubei province had been a province with moderate strength of science and technology instead of a previously robust one.If Hubei province did not take measures to change such trend, Hubei province cannot keep the first-class in central China,and even worse it will become a bottommost one.So it is a feasible and efficient strategic program to implement special fund strategy.This thesis aimed at expatiating why it is necessary to implement special fund for science and technology of Hubei agricultural products processing and how to implement it.Firstly,this thesis explained the necessity to implement strategy of special fund for science and technology in Hubei province,and set forth its goals and chief principles.And then the current situation of agricultural products processing was analyzed,including in and out of home and Hubei province.Some problems and shortages in domestic agricultural products processing industry were found out. Secondly,this thesis analyzed the necessity and feasibility to set up the special fund for science and technology of Hubei agricultural products processing,and then its goals and content constructions were build.Lastly,three aspects were discussed, including the procedures to apply the special fund for science and technology of Hubei agricultural products processing,the methods to implement and manage the project supported by the special fund for science and technology of Hubei agricultural products processing,and the standard to check and accept the project supported by the special fund for science and technology of Hubei agricultural products processing. Based on these conclusions,the whole procedures to manage the projects supported by the special fund for science and technology of Hubei agricultural products processing,and methods to implement the project supported by the special fund for science and technology of Hubei agricultural products processing,were put out.This thesis fully explicated the necessity to implement the strategy of the special fund for science and technology in Hubei province,specially the strategy of the special fund for science and technology of Hubei agricultural products processing. And it is the first time to put forth the goals and content constructions for the special fund for science and technology of Hubei agricultural products processing.Beyond that the whole procedures and methods to implement the projects supported by the special fund for science and technology of Hubei agricultural products processing were brought.The conclusion of the research is that it is a strategic policy to boost up Hubei province by science and technology to implement the strategy of the special fund for science and technology of Hubei agricultural products processing,of course it is an inevitable and feasible decision for Hubei province,which has been validated by the research on the whole procedures and methods to manage the projects supported by the special fund for science and technology of Hubei agricultural products processing.更多还原
