【摘要】 政策评估,究其本质而言是对某一政策或政策执行效果的一种综合评定。这一过程所体现的,从直观意义而言是对政策的一种责任,而在其根本意义上则体现出一种对于社会公众、社会秩序、社会发展等的责任和态度。评定某一政策或其执行效果的好与坏,就首先要具备界定这一“好、坏”的标准。现实政策评估当中,作为政策评估的标准因素很多,如生产力、效率、效益等,当然也包括本文所论述的回应性。回应性是作为抽象的,定性与定量相结合的因素存在的,虽然在西方学者看来,回应性仅直观的表现为民意测验后的数字指标,但事实上在更深的层面,回应性则体现了社会公众对于政策或政策执行效果的态度以及公共政策形成部门对于社会公众的责任。我国在政策评估工作当中,在公众回应这一方面,仍存在诸多问题。这其中无论政府或是政策形成机构的社会责任感,还是社会公众的回应态度、回应方式机构存在着亟待解决的问题。这些问题的存在,必将对政策的科学形成或对其效果的客观评定造成一定程度的影响,而这些影响又将影响到社会公众利益的更好实现。本文选取政策评估过程中的回应性为研究点,通过进行一定程度的理论研究和对比分析,力求从东西方学者的理论中寻求适合我国当前建设的契合点。在此基础上,通过对于实践领域内现状的分析,找出我国在政策评估回应性方面的问题所在,并提出相应解决方法,最终力求达到促进我国政策科学理论发展、更加有效的满足社会公众需求的目的。更多还原

【Abstract】 Policy assessment, study their very nature, to a certain policy impact of the implementation of a comprehensive assessment.
