【摘要】 农村居民点土地整理是功在当代,立在千秋的系统工程。我国北方农村居民点普遍存在人均用地面积偏大,土地利用的集约化水平低,生态环境质量差等问题。为落实我国土地资源管理,特别是农村土地整理的任务,本文以黑龙江省庆安县的薛仓村为例,阐述农村居民点整理依据的理论和技术,并对实证研究进行具体的探讨。全文共分五章,各章阐述的主要内容如下:第一章绪论本部分主要阐述了论文研究的意义;国内外研究动态和趋势以及研究的主要内容。第二章研究的理论基础本章叙述了农村居民点土地整理的概念以及整理的原则;并且详细的阐述了农村居民点土地整理的理论依据:人居环境理论、土地供给理论、规模经济理论、公众参与理论、可持续发展理论。第三章薛仓村居民点现状及整理潜力分析本章介绍了薛仓村的自然、经济概况和居民点用地现状;并提出了本村的居民点用地中存在的问题有:土地利用率低、居民点“散、乱、差”问题严重、规划滞后,布局不合理、内部闲置地比重高,“空心村”现象比较严重;从而分析了存在问题的根源以及开展本村居民点土地整理的困难;最后进一步分析了本村的整理潜力,选择19项评价指标,通过层次分析法确定其权重,从而计算其整理的潜力值为82.76。第四章薛仓村居民点土地整理的模式选择及可行性分析本章首先总结了居民点土地整理的模式,然后进行模式对比分析,从而确定本村居民点土地整理的模式;其次对此模式进行了可行性分析,分析表明:整理后的经济效益年均17万元,项目总投资158万元,静态投资回收期为7.02年,而且具有较大的社会效益和生态效益;又进一步分析了该村的整理投资方式,主要资金应由国家和地方政府筹集。第五章薛仓村居民点土地整理的对策及步骤本章提出了薛仓村居民点整理规划,制定了具体的规划方案;进一步分析了薛仓村居民点整理工程分析,从项目的申报、调查、确立目标、任务以及规模和布局,直至开展整理工程;最后提出了一系列的保障措施。最后,结论与讨论,通过本论文研究,而得到的几点认识和借鉴:通过农村居民点土地整理,在增加耕地的同时还以为城市建设用地提供保障,其潜力也很大;整理后所带来的经济效益、社会效益、生态效益非常可观;可以为地方土地管理部门制定小尺度居民点土地整理提供了参考价值;农村居民点土地整理必须根据经济发展的阶段性选取不同的整理模式等。也对可继续开展的研究进行了探讨和展望。更多还原

【Abstract】 Rural settlements Land arrangements is a kind of system engineering work that will benefit the generations to come. There are some common matters in rural settlements of northern area of china ,such as too large land per capita, low levels of land-use concentration, poor quality of the ecological environment and so on. For the implementation of China’s land resources management, especially the task in rural land arrangements , this article takes Xuecang Village of Qing’an County in Heilongjiang Province as an example to elaborate the theory and technology which the rural settlements are based on, and carries on the concrete discussion to the empirical study.The full text is divided into five chapters, each chapter on the main contents are as follows:Chapter I Introduction This part mainly elaborated the research significance of the paper; the research developments and trends in domestic and foreign as well as the main contents of the research.Chapter II Theoretical foundation This chapter narrated the concept of rural settlements land arrangements as well as the reorganization principle; elaborated the theory basis of rural settlements land arrangements in detail: habitat environment theory, the land supplies theory, theory of economies of scale, public participation theory, and the sustainable development theory.Chapter III The potential analysis of the present situation of settlements and arrangements in Xue Cang village This chapter introduced the natural, economic profile and the land present situation of residential area in Xue Cang village; proposed the problems exists in the village settlements land-use:the low land utilization rate, serious problems in the residential area :“disperses, chaotic,poor”, lagging behind the planning, unreasonable layout, the high proportion of internal idle, and the quite serious phenomenon“the hollow village”; Thus has analyzed the root of existing question as well as difficulty in developing this village residential area land arrangements; finally has further analyzed land arrangements potential of this village , choosed 19 evaluating indicators, determines its weight through the analytic hierarchy process, thus finishing the calculation of its potential value for 82.76.Chapter IV The residential area land arrangements’ pattern choice and feasibility analysis in Xue Cang village This chapter first summarized the residential area land arrangements pattern, then carried on the pattern contrastive analysis, thus determined the pattern of this village residential area land arrangements; Next, carried on the feasibility analysis regarding this pattern, the analysis had indicated:,the economic efficiency yearly average after the reorganization is 170,000 Yuan, the project total investment is 1,580,000 Yuan, the static investment recoupment period is in 7.02 years, and has the big social efficiency and the ecological benefit; Also has further analyzed this village reorganization investment way, the main fund should collects by the country and the local authority. Chapter V The residential area land arrangements’ countermeasure and steps in Xue Cang village This chapter proposed a plan of Xue Cang village on the residential area reorganization, worked out the concrete plan; has further analyzed on the residential area reorganization project analysis of Xue Cang village, from project declaration, investigation, establishment goal, duty as well as scale and layout, until development reorganization project; Finally proposed a series of safeguard mechanism.Finally, The conclusion and discussion Summarize through the present paper research, and obtains some understandings and uses for reference: through the countryside residential area land arrangements, while increases the farming also to be possible to provide the safeguard for the urban construction land, its potential is also very big;, the economic efficiency, the social efficiency, the ecological benefit , the reorganization brings are considerable; It might formulate the small criterion residential area land arrangements for the place land management department to provide the reference value; The countryside residential area land arrangements must act according to the the gradual economic development selected different reorganization pattern and so on.
