【摘要】 随着中国改革开放步伐的加快及日益与国际经济秩序接轨,在全球经济一体化的背景下,外商在华投资有了很大发展,目前我国已经成为世界最大的FDI东道国。吸收外资有效弥补了我国国内建设资金的不足,促进了国内技术进步和管理水平的提高,推动了产业结构调整和升级,加速了对外贸易发展,提高了我国经济的国际竞争力,对我国经济增长和制度变迁发挥了重要的推动作用。但是我国在利用外资上还存在着严重的地区不平衡,区域经济“二元结构”与FDI分布“二元特征”并存,东、中、西部地区吸收FDI业绩存在很大的差异,使得FDI在推动区域经济增长贡献方面呈现“东高西低”的特征,加剧了东部与中西部地区的经济差距。西部地区要取得快速增长,需要大量引进外资,弥补资金缺口,因此,如何将更多外资吸引到西部并提高外资的有效利用率,已成为政府关注的重要战略问题。本文采用实证分析与规范分析相结合的方法,在借鉴国内外相关理论研究成果的基础上,深入分析了我国西部地区吸收和利用外资历程和现状,探讨了西部地区外资利用的资本形成效应、外贸效应、产业结构效应和技术外溢效应,阐述了外资对经济增长发生作用的机制、路径及其对地区经济增长的影响,利用计量经济模型定量研究了外资对西部经济增长的实际绩效和效果;探索影响西部利用外资发生作用的影响因素,提出提高西部利用外资效果的对策建议。本文分为六章论述:第一章绪论,说明本研究的背景、选题的目的和意义,对有关概念作出界定,论述国内外研究动态,是文章的引子。第二章西部利用外资的现状分析,从发展历史阶段、当前状况、主要问题几个方面作出介绍。第三章外资对西部经济增长的实证分析,运用计量经济模型对外资有效性进行检验。第四章从资本形成、产业结构、对外贸易、技术水平几个方面对外资对西部地区经济增长的正面负面效应和作用机制进行分析,并指出影响这些效应的因素。第五章从区位条件的角度,论述了影响西部利用外资的主要因素,包含了政治、经济、教育等软硬件条件。第六章提出了促进西部地区利用外资发展的政策建议。本文研究得出的基本结论是:外资通过弥补资金缺口、推动技术进步、带动产业结构升级、增进对外贸易等方面对西部地区经济增长起了一定的促进作用,吸引外资的数量和效益取决于制度、经济发展水平和结构、人力资本、基础设施等区域融资综合环境因素,为此西部地区吸引外资应注重优化外资结构和提高质量,应着力于引资政策的调整和引资环境的改善。更多还原

【Abstract】 Since the Reform and Open door policy adopted, with deepening of the unification of the world economy, China has made remarkable progress in attracting foreign investment. So far, China has became one of the most active countries in absorbing foreign direct investment, currently China is the largest recipient of FDI inflow. The experience in the past 20 years indicates that, attracting FDI has a remarkable influence on China’s economic development. This behaves in some aspects as compensating the capital insufficiency, promoting domestic technology advance and management, propelling industry adjustment and up gradation, creating employment chances, increasing state tax incomes, accelerating foreign trade, enhancing international market competence ability of the host economy, etc. Foreign investment has played an important part in economic development and system evolvement. However, foreign investment in China shows obvious regional imbalance for gradual implementation of the China’s reform, open door policy and other environmental factors. There is an east high and west low situation in foreign capital utilization with an ever-growing east proportion. To gain rapid growth in economy, west China needs to introduce lots of foreign capital to fill the gap of fund. How to invite more foreign investment to the west then grows to be one of our government’s main concerns.Based on the theory of location, the economics of MNEs, the paper collects and processes a great deal of real data for foreign investment especially FDI and take out an experimental test on the correlation between FDI and local economic increase, calculating the contribution of foreign investment to the western region, set up a analytical framework from the two aspects of effective mechanism and influence factor, also put forward some countermeasures to the issue.The thesis consists of seven sections: Section 1 is an introduction to the background, goal and significance of the study, illustrates related concepts and presents a research review. Section 2 analyzes the present state of foreign investment utilization of the west, from the aspects of history course, current situation, and main problems. In Section 3, the empirical test shows the result of foreign investment on west economy, on the basis of which, examine its contribution to west economy. Section 4 analyzes and evaluates the advantages and disadvantages as well as effective mechanisms of foreign investment on the west economy, furthermore, states the influencing factors of those effects. That is one of the core contents of the study. Section 5, from the aspect of regional condition, discusses the main factors which influence the distribution of foreign investment. That is the other core contents of the study. Section 6 raises some proposals for foreign investment utilization. Chapter 7 summarizes the result of the research that foreign investment especially FDI has remarkably promoted the west region economy increase through filling up fund gap, promoting technology progress, industrial optimization and foreign trade, etc; The scale and efficiency of foreign investment depend on a series of composed factors such as system, economic development level and structure, human capital, infrastructure of the area, therefore the western region should pay attention to raise foreign investment structure and quality, change utilization way and place emphasis on policy readjustment.更多还原
