【摘要】 城镇化是21世纪中国现代化进程中的一个十分重要的组成部分,也是解决中国经济社会发展中诸多结构性矛盾的关键点。当前,我国所面临的国内有效需求不足、农村剩余劳动力就业、城乡收入差距、“三农”问题、资源有效利用、环境保护、可持续发展、产业结构升级和提高经济的整体竞争力等问题的解决,都有赖于加快城镇化进程。然而,中国当前的城乡二元户籍制度及只注重城镇内部发展的片面城镇化道路却严重阻碍了中国城镇化的快速发展。城镇化发展水平滞后于经济社会发展水平与工业化发展水平这种局面,已经成为严重制约我国综合实力提高与国家竞争力增强的“巨大瓶颈”,如何又好又快地加快中国城镇化发展已经成为当前急须解决的问题。而重庆面对以上问题矛盾更为突出,这也是国家设立重庆为统筹改革实验区的初衷之一。因此,加快重庆城镇化建设的步伐,是当前重庆协调诸多尖锐矛盾、实现统筹城乡的最优结合点。本研究在前人研究成果的基础上,借鉴国内外城镇化发展的经验教训,以统筹城乡建设为背景来探索重庆城镇化路径的创新。研究的目的在于探索出一条既遵循城镇化发展客观规律、又符合重庆市情、有别于传统城镇化发展道路的新城镇化发展道路,以提高重庆城镇化发展的水平和质量,从而更好地带动重庆市经济和社会的发展。同时,选择位于西部且具有中等省级架构的重庆作为研究对象,以统筹城乡发展为背景研究重庆城镇化的进程,探索出一条统筹城乡、城乡互动的可持续城镇化发展道路,对研究其他西部省域内部城镇化发展具有借鉴意义。全文主要包括七个部分:第一部分为绪论。对本文作一个简单介绍,阐明本文的研究背景、目的、意义、内容、方法、国内外的研究进展综述及相关理论基础。第二部分为城镇化和统筹城乡。通过统筹城乡的实质及与城镇化的关系,得出城镇化发展是统筹城乡发展的根本途径及统筹城乡背景下的城镇化是可持续的城镇化。第三部分为统筹城乡建设中重庆城镇化道路的选择,通过对重庆城镇化的现状的分析,找出阻碍重庆城镇化的问题,根据重庆市情得出重庆应走统筹城乡背景下的科学化的城镇化道路,并提出了重庆统筹城乡背景下的城镇化道路的总体思路。第四部分为重庆城镇化路径和模式的选择。针对当前重庆城镇化的现状与问题,提出快速重庆城镇化发展的路径及具体模式。第五部分为统筹城乡背景下加快重庆城镇化的制度配套创新。第六部分为重庆城镇化的对策建议,针对当前重庆城镇化的现状与问题,提出加快重庆城镇化发展对策建议。第七部分,研究结论与展望。这一部分是论文所得出的研究结论的综述,并对有关问题开展讨论,然后对进一步的深入研究进行展望。更多还原

【Abstract】 Urbanization plays a very important role in the process of China modernization in the 21^st century.It is the linchpin of solving the constitutive property conflicts in the economic society. Nowadays,to solve the situations our country faced,including the deficient domestic effective demand,the employment of country labor force,the gap between city and countryside,issues concerning agriculture,countryside and farmers,the efficient use of resources,the environmental conservation,sustainable development and so on,depends on accelerating urbanization process. However,the unilateral line we iake,like the current dualization of the census registration and attaching too much importance to the internal growth of the city and the countryside,seriously obstructs the speedydevelopment of urbanization.The level of urbanization development lag behind that of economic society and industrialization development,which seriously obstructs the improvement of our integrative strength and competitive strength.It becomes an urgent issue that how to accelerate the development of urbanization.This kind of problem is more outstanding in Chongqing.This is one of the reasons why the government sets up Chongqing as a reformational experiment plot.Therefore,speeding up the pace of urbanization in Chongqing is the optimum point to coordinate many poignant conflicts.This research is on the basis of former achievements,drawing lessons from the experience and lessons of urbanization of foreign countries to explore the innovative way of urbanization in Chongqing.The purpose of research lies in investigating a new way of following objective law of urbanization development and adapting to the situation of Chongqing,which is different from the traditional way of urbanization development.It aims at improving the quality and the level of urbanization in Chongqing,driving the development of its society and economy.It also can offer the referential experience to researching other western city in China.This researching paPer include following seven parts:The first part is an introduction of this paper,which elaborates the background,purpose,significance,contents,the overview of the domestic and international progress and the related theory foundations.The second part is about urbanization and the harmonious development of the urban and rural.By researching the relationship between the substance of urban and rural harmonious development and urbanization,it concludes that urbanization is the fundamental way of the urban and rural harmonious development; the urbanization in the setting of urban and rural harmonious development is sustainable urbanization.The third part is about the choices of Chongqing in the situation of establishment of urban and rural harmonious development.By analyzing the current situation of urbanization in Chongqing,we find out the obstruction of the urbanization in Chongqing.According to the situation of Chongqing,it should take the scientific way of urban and rural harmonious development.It also comes up with the general thought of urbanization that is in the setting of urban and rural harmonious development.The forth part is about the urbanization mode and way that Chongqing should choose.It counters the current situation and problems of urbanization with shortcut and concrete mode of urbanization in Chongqing.The fifth part is about accelerating institutional innovation of the urbanization in Chongqing.The sixth part is about the countermeasure and advice on urbanization in Chongqing.According to the current situation and problems of urbanization in Chongqing,it proposes countermeasure on the rapid development of urbanization in Chongqing.The seventh part is about the research results and the outlook,which is the summary of the research and the prospect of the further research.更多还原
