【摘要】 我国是一个人多地少的国家,耕地后备资源不足,人地矛盾突出。随着经济的发展、人口的增加、工业化和城市化的日益加剧,人类对土地资源的需求量也越来越大。如何实现土地资源的开发利用和人口协调发展,这是关系到人类生存和发展的重要问题。土地整理作为协调人地关系、实现土地资源优化配置的重要手段,在增加有效耕地面积、实现耕地总量动态平衡方面具有重要的作用,展现出土地整理的巨大发展潜力。土地整理是在土地利用总体规划控制下,通过行政、经济、法律和技术手段,对田、水、路、林、村等进行综合整治,优化配置土地资源,充分挖掘土地有效利用面积,以实现土地利用的社会、经济、生态效益最大化,是一项涉及资源环境、社会经济、政策制度的系统工程。土地整理又是新农村建设的重要保障手段。建设社会主义新农村是党中央统筹城乡发展的战略决策,是我国现代化进程中的重大历史任务,也是解决“三农”问题的切入点。土地整理为农业和农村现代化打下了良好的基础;是解决农村现代化所需资金和合理配置土地资源的主要途径;是增加农民收入,发展村级集体经济,改善农村生产条件和生活环境的新措施。本文主要从下面几个方面进行阐述:首先阐述了选题的背景和意义、研究方法和研究思路;其次阐述了土地整理的基本概念、土地整理的必要性、国内外土地整理的政策与实践;最后进行了土地整理效益分析,结合浙江省土地整理的发展状况,分析目前土地整理存在的问题及成因,并提出了相应的对策和建议。更多还原

【Abstract】 Our country has a large population but land is not abundant, especially the land for ploughing in support. The contradiction between human and land resource stands out. With the development of economy, increase of population, industrialization and modernization, the needs of land resource enhance. How to implement the exploitation of land resource and the harmonious growth of population becomes a significant issue related to the existence and development to human being. Land consolidation as an important instrument in coordinating relationship between human and land and implementing optimal configuration of land resource, has enormous developmental potential. It also has a great effect on increasing effective infield area and implementing homeostasis of gross land. Land consolidation which is under the control of layout of land use, through measures in administration, economy, law and technology, make comprehensive treatment towards field, water, road, forest and village, optimize the allocation of land resource, excavate land sufficiently and use effectively in order to carry out the maximal land use in society, economy and efficiency. It is an item as systems engineering involving the resources environment, the social economy and the policy system.Land consolidation is also an important means of supporting the construction of new country. Building socialistic new countries is the central committee’s stratagem of coordinating urban and rural development, is a major historical task in the process of China’s modernization, and is also the entry point of solving the“Three Rural Issues”. Land consolidation lays a good foundation for the modernization of agriculture and rural areas; is the main approach of solving necessary funds in rural modernization and allocating reasonablily of land resource; is a new step to increase the farmers’income, develop village collective economy, and improve rural production conditions and living environment.This article mainly from several aspects described below: first illustrate the topic’s background, and significance, research methods and ideas; then illustrate the basic concept of land consolidation, the need for it, and the domestic and international policy and practice; last analyses the current land consolidation and causes of the problems combined to the development condition in Chekiang, and propose the corresponding countermeasures and suggestions.更多还原
