【摘要】 近年来,在科技兴国战略的指导下,我国各级政府高度重视发展科技,科技投入规模不断扩大。然而由于历史原因,我国科技管理体制有待完善,在科技投入及其绩效管理上皆存在不同程度的问题,从而导致了政府科技投入资源的浪费;因此,科学合理的科技投入绩效评价与管理体系的建立和完善,对强化政府科技投入管理、引导科技工作快速而健康发展起着关键的作用。本文主要以地方政府科技投入绩效评价与管理中存在的问题为切入点,基于对政府科技投入相关研究背景、研究意义以及国内外研究现状的分析,简述了政府科技投入的概念、目标、功能及模式,概括了地方政府科技投入的特点以及我国科技管理体制的演变过程;立足于广东省以及省内主要城市,从政府科技投入规模、力度、增幅和结构等方面分析了政府科技投入现状;从综合科技实力、政府科技投入带动效应和高新技术产业发展等方面分析了政府科技投入绩效概况:并由此总结出政府科技投入中存在的问题,例如政府科技投入力度不够、投入增幅不符合法定要求、投入决策随意性较大、投入预算科目设置不合理以及投入管理体制存在弊端等。在此基础上,按照层次化与扁平化结合、动态性与静态性结合等原则构建了地方政府科技投入绩效评价模型体系,进而从宏观和微观两个层面建立了绩效评价指标体系,并简述了政府科技投入绩效评价的相关方法以及本文所选方法的合理依据;据此,本文选择了灰色关联分析法和DEA方法,分别对广州市政府科技投入绩效进行评价,从宏观上考察了政府科技投入对广州市科技进步环境改善、科技直接产出、高新技术产业化和科技促进经济社会发展的作用情况;从微观上考察了政府科技投入在广州市大中型工业企业中的效率情况。文章最后从建立政府科技投入增长机制、优化政府科技资金投入方向、建立多元化的科技投入体系、调整政府科技投入预算科目以及健全政府科技投入管理机制等方面提出了地方政府科技投入与管理的相关对策。更多还原

【Abstract】 In recent years, under the direction of stratagem of relying on science and education to rejuvenate the nation, governments of all levers in our country attach importance to develop S&T. The investment of S&T has increased year by year. However, The managing system of S&T in our country brings some problems on the aspects of S&T inputs and its performance evaluation, which makes the waste of S&T resource. So the scientific and logical system of S&T input and its performance evaluation makes a important roal in the magement of governmental S&T input, increasing the effeciency of S&T resource and directing the development of S&T work.This paper starts from the problems of management and performance evaluation of S&T investment in local government, based on the analysis of research background, research meaning and the research state inner and outer, expounds the concept, goals, functions and the models of S&T investment of government in short. The paper also recapitulates the characteristics of S&T investment in local government and the mutative course of managing system of S&T in our country. Based on Guangdong province and the major cities of it, It analyzes the state of S&T investment and its performance, and advances the problems such as imbalance and inadequate input, the range of input did not accord with laws, the decisions of input were imformal, the S&T expenditure category knot was irrational and the managemental system of S&T investment,etc. According to the five principles, the paper establishes the performance evaluation model system of S&T investment of local government, and then sets up the macroscopical and microcosmic index systems. The paper evaluates the performance of S&T investment from government of Guangzhou by gray correlative method and DEA model. Seeing about the roles of S&T investment in improving the S&T situation, increasing S&T output, developing high-tech industry, promoting the economic and societal development and in large-medium size industrial enterprises of Guangzhou.In the end, the paper advances some Countermeasures of S&T investment and management of local government such as establishing the increasing and multiplicate system of investment, opimizing the directions of investment, and perfecting the managing system of S&T investment of local government.更多还原
