【摘要】 随着社会知识化、科技信息化和经济全球化的不断推进,城市与人类生活的联系也越来越密切,人类自身可持续生存与发展的需求要求城市发展必须是可持续性的。这就需要把握决定一个城市可持续发展综合实力竞争的关键,以实现城市可持续发展实力迅速提升的总体战略目标,而任何一个城市要增强其可持续发展能力,都无法回避经济、资源、生态环境同社会的协调与整合。因而对城市的可持续发展能力做一综合评价分析,进而为城市制订和实施可持续发展战略决策提供理论支撑,就显得尤为迫切和尤为重要。论文首先介绍了承载机制下城市可持续发展的基本理论,归纳和总结了国内外城市可持续发展评价的研究现状,并肯定了城市生态系统承载机制的理论研究是评价城市可持续发展能力的重要组成部分。然后从实行持续发展战略,促进经济与环境协调发展的高度,分析了影响城市生态系统承载机制的各要素—社会经济变量、城市资源与城市环境变量,依据它们之间相互承载作用关系,以城市承载机制的理论为基础,从压力水平、支撑能力和约束能力三个层面构建了城市可持续发展评价指标体系。随后,在传统评价方法的基础上引入了可拓理论,结合城市可持续发展的特点和实际情况,建立了可拓理论综合评价模型,从而为城市可持续发展能力的等级划分提供了可操作性的方法;同时采用山东部分城市的数据进行实证研究,对各城市的可持续发展能力进行了合理的评价。最后针对评价结果提出城市可持续发展的调控对策。论文取得的主要进步如下:(1)构建了城市可持续发展评价指标体系本文在前人研究成果的基础上,依据城市承载机制理论,构建了城市可持续发展能力评价的指标体系,并进行详细分析。(2)提出了城市可持续发展能力评价的可拓理论模型本文将可拓理论运用到城市可持续发展能力的评价中,提出了基于可拓理论的城市可持续发展能力评价模型,该模型在城市可持续发展能力评价领域具有比较好的实用性。(3)探讨了提升我国城市可持续发展能力的调控对策通过模型评价研究,指出案例城市在城市建设中的主要影响因子和所应注意的关键问题,并提出相应的调控对策,为保障城市的持续协调发展具有较好的指导作用。更多还原

【Abstract】 With the rapid social and economic development, the relation of the city and human life becomes more closer. The need of human’s sustainable exist and development requires that the urban development must be sustainable. It needs to grasp the key to the urban sustainable development actual strength competence, thus it may realise the total goals that promote the urban sustainable development capability. However, in order to strengthen the urban sustainable development capability, every city needs to remain the coordination of economic, resource, environment and the society. So it seems urgent and very important that we make comprehensive evaluation on the urban sustainable development capability and provide the theory supporting to the policy decision on making the urban sustainable development strategy.This paper firstly introduces the basic theory on the urban sustainable development under the carrying mechanism. It summarizes the present situation of the domestic and aboard urban sustainable development, and confirms that the theory research on the urban carrying mechanism is the important part of the evaluation on the urban sustainable development capability. Then under the promotion to the economic and environment coordination, it analyses each essential factor that effects the urban carrying mechanism, which are social and economic variable, urban resources variable and urban environment variable. Based on their mutual relations each other and the theory on the urban carrying mechanism, we establish an appraisal system of index based on the aspects of pressure level, supporting capability and restrainable capability. Then on the basis of the traditional evaluation methods, we draw into the theory of Extenics, and establish the Extenics comprehensive evaluation model in the light of the urban sustainable development characteristic and the actual situation. All these can provide the operational methods for the sustainable development grade dividation to the city. Simultaneously we make the authentic proof research with the urban data in Shandong Provence, and their urban sustainable development capability is appraised resonably. Finally we put forward the countermeasures from four aspects to the urban sustainable development in view of the appraisal result. The paper has achieved such progress as:(1)Establishing an appraisal system of index on urbansustainable development.In the light of fruit summed up byour predecessors, according to the urban carrying mechanism theory, we establish an appraisal system of index and make a detailed analysis.(2)Puting forward the Extenics comprehensive evaluation model in view of urban sustainable development.We apply the Extenics theory to the urban sustainable development evaluation. In the following we put forward the Extenics comprehensive evaluation model. The practice proved that this model is practical on the domain of the urban sustainable development evaluation.(3)Approaching the countermeasure from different angles to promote the urban sustainable development capability.By means of the research on the model evaluation, we point out the key factor and the issue we pay attention to in the urban construction.
