【摘要】 地方政府是国家政权的一个重要组成部分,在国家政权中居于“基石”的地位,与民众的日常生活息息相关。地方政府履行社会管理职能的效果,在很大程度上决定了包括中央政府在内的整个政府系统对社会事务的治理效果。随着经济、社会体制的变迁,社会结构、经济成分、社会组织形式、利益分配方式、就业方式等也发生了深刻变化,社会利益的分化和人们观念的变化,加大了我国地方政府社会管理工作的难度。地方政府在履行社会管理职能,统筹经济社会协调发展,统筹各项社会事业的全面进步方面还存在一些薄弱环节。本论文正是在这样的宏观背景下积极思考我国目前应当如何强化地方各级政府的社会管理职能,以便满足广大公民在新的历史条件下日益增加的公共服务需求。论文首先阐述了论题的研究背景及研究意义,综合评述了国内外专家学者在本领域所取得的重要研究成果,介绍了本文的研究框架与研究方法。其次,本文在简略梳理地方政府职能转变的历史轨迹(意在指明地方政府在当前情势下应侧重于社会管理职能)的基础上,对地方政府社会管理职能的内涵和特点进行了较为详尽的阐释,接着重点论述了当前强化我国地方政府的社会管理职能的重大现实意义,再次,论文阐述了我国地方政府目前社会管理职能弱化的具体表现,深刻剖析了其产生的主要原因。最后,论文结合西方发达国家地方政府在履行社会管理职能实践中的有益经验,提出以创新地方政府社会管理理念、改进社会管理方式、完善财政税收制度、建立科学的社会管理绩效考核机制、发展社会管理多元主体等途径来强化我国地方政府的社会管理职能。更多还原

【Abstract】 The local authority is an important part of state power, which acts as the cornerstone of national political power, and being closely linked with the common people. The effect of fulfilling the social management function of local authority has decided to a great extent including central authorities’ entire government system to the social affair government effect. The social structure, the economic sector, social configuration of organization, benefit type of distribution, employment way has also had the profound change along with economical and social system changes, social benefit differentiation and people idea changes make our country local authority social management work more difficulty. Local authority in fulfillment social management function, plans the economic society coordinated development, plans each social enterprise the comprehensive progress aspect also to have some weak links. This thesis is about how to strengthen the social management functions, which in order to meet the broad masses of citizens’increasing demands for public services in the new historical conditions and in the context of the Macroeconomic environment.Firstly,this paper is on the subject of the research background and significance, and comprehensively review of the domestic and foreign experts and scholars’important research results in the field, and then introducts the framework and research methods of this study. Secondly, this paper briefly combing the historical change in the functions of local government trajectory (Intent to specify that the local government should be focused on social management functions in the current situation), on this basis ,this paper give us a detailed exposition of local government’s social management functions and characteristics . And then,this thesis focus on the great practical significance of local governments ’strengthen social management functions of current China.Thirdly,this thesis analysis to the local authority social management function connotation and characteristics, by elaborating our country Local authority social management function attenuates concrete manifestation, profoundly analyzes the primary cause which it produces. Lastly,it unifies in the Western Developed country Local authority social management practice the beneficial experience, proposed innovates the local authority social management idea, and improve social management way, and perfect financial tax revenue system, and establish science social management achievements management mechanism, and develop social management multi-dimensional main body and so on to strengthen our country local authority social management function .更多还原
