【摘要】 20世纪90年代以来,随着贸易自由化进程的加快,关税不断削减,有的甚至取消,它对一国国内企业的保护作用越来越弱。相比之下,非关税壁垒却在各国逐渐流行起来,受到各国的热宠。其中,技术性贸易壁垒目前已经成为主要的国际贸易壁垒形式,许多国家和地区通过制定技术性贸易措施来限制进口与保护国内市场。与发达国家相比,由于我们的经济和科技发展相对落后,技术性贸易壁垒对江苏省的农产品、机械产品、纺织品服装、轻工产品、矿产品、化工产品以及药品的出口造成了极大的冲击,其中部分产品甚至还失去了海外市场。随着中国出口规模的扩大,我们可以看到由发达国家设置的技术性贸易壁垒日益呈上升趋势。因此,江苏省相关的生产部门及出口企业必须严阵对待目前的这种情况及其影响,并及时地采取有效的应对措施。本文采用定性分析和定量分析相结合的方法,遵循理论为实践服务,实践为理论提供事实依据的思想就技术性贸易壁垒对江苏出口贸易的影响进行研究。本文分为六个部分:第一部分为绪论,阐述选题的意义、国内外对技术性贸易壁垒相关研究的文献综述、研究思路及研究方法。第二部分论述技术性贸易壁垒的定义及其与技术性贸易措施的区别、技术性贸易壁垒的特点、表现形式及作用机制。这一部分是本文的理论基础。第三部分首先了解一下江苏省出口的现状和特点,然后进一步介绍江苏各行业遭遇的主要技术性贸易壁垒,为第四部分埋下铺垫。第四部分先从不利和有利两方面分析技术性贸易壁垒对江苏出口造成的影响。不利影响包括市场准入障碍增加;TBT实施初期数量控制作用明显;增加企业成本,影响产品出口竞争力等。有利影响包括促进产业结构升级,技术更新改造;促使企业按照国际标准组织生产经营;促使企业加强自身管理,提高产品质量等。然后分析了“江苏新紫菜案”中日方举措给江苏紫菜出口造成的影响,并从该案中得到了些许启示。第五部分是对策研究部分,从政府、行业协会、企业三个层面提出江苏省应对国外技术性贸易壁垒的对策建议。第六部分是对本文的总结以及展望。更多还原

【Abstract】 Since 1990s, along with the trade liberalization, tariff has been continuously decreasing, some has even been canceled. The protective function of tariff gets weaker and weaker. By contrast with tariff, non-tariff is prevalent in many countries. Thereinto, technical barriers to trade become the major form in international trade barriers. Many countries protect their market by using technical measures. Because of economic and technical disparity, technical barriers to trade have been striking the export of agricultural, mechanical, textile, costume, light industrial, mineral, chemical and medicine products in Jiangsu province; some of them even lost overseas market. With the expansion of China’s export scale, it is foreseeable that technical barriers to trade originated by developed countries are on the rise. For this reason, the relevant functional departments of Jiangsu province and exporting enterprises must realize this situation, impact and take countermeasures timely and effectively.This paper is divided into six parts: the first part is exordium, which introduces the significance, simple introduction to literature home and abroad, outline and methods. The second part firstly discusses the definition about technical barriers to trade, then differentiates it from technical measures, and introduces its character, forms and function mechanism. The third part firstly shows the status quo about Jiangsu’s export, and then introduces the TBT that Jiangsu has encountered. Based on the third part, the fourth part firstly analyzes the influences of the technical barriers to Jiangsu’s export trade. Negative influences include entering foreign markets more difficultly, obviously controlling import quantity after performing TBT, increasing cost, making export competition weaker, etc.. Positive influences contain upgrading industrial structure, updating technology, making enterprises produce in term of international standards, impelling enterprises to strengthen management and enhance quality. And then, in the new case about Jiangsu’s laver, the Japanese relative measures have a great impact on Jiangsu’s laver exported again. From this case, we can get some revelations. The fifth part is the countermeasures. I put forward some advice from the government, business association and enterprise to go beyond the foreign technical barriers to trade.
