【摘要】 近几年来,随着城市化与工业化进程的加快,各种用地需求大量增加,失地农民越来越多,并迅速扩大为一个新的社会群体。同时,由于征地制度改革滞后、征地补偿费偏低、失地农民的安置路径狭窄、失地农民的再就业能力差、失地农民缺乏基本社会保障等问题得不到有效解决,相当一部分失地农民沦为“种田无地、就业无岗、社保无门”的弱势群体。目前,这一新的社会弱势群体已经引起党和国家政府的高度关注,如何解决其问题也已经成为国内学术界的研究热点和相关社会实际工作部门的工作重点。在社会主义和谐社会和社会主义新农村建设的大背景下,研究与解决这一弱势群体问题具有非常重要的理论和现实意义。纵观国内外解决城市化与工业化过程中失地农民问题的途径与方法,并就我国经济发展水平、失地农民自身实际而言,为失地农民构建一个介于城镇社会保障与农村社会保障之间的社会保障制度,解决其基本生活、养老、医疗等“后顾之忧”问题,在推进城市化、工业化战略,构建社会主义和谐社会的过程中不失为一个理想的方案。本文首先通过分析当前失地农民的现状、产生失地农民问题的原因,阐述解决失地农民问题的必要性与紧迫性;其次,通过分析我国目前安置失地农民的途径及存在的缺陷、国内外解决失地农民问题的经验,提出建立健全失地农民社会保障制度是解决我国失地农民问题的根本之路;最后,通过分析建立失地农民社会保障制度的理论和现实基础,结合目前各地经济发展不平衡的实际及目前失地农民社会保障制度存在的一系列问题,提出建立与健全失地农民社会保障制度原则及失地农民社会保障体系的整体性框架。更多还原

【Abstract】 In recent years, as the rapid developing speed in urbanization and industrialization, there are big demands in land. Therefore, the number of landless-farmers is growing rapidly. And they become a new community of the society. At the same time, as many of the important problems can’t be solved effectively, most of the landless-farmers became the disadvantaged group who have "No land to cultivate" "No poison to employ" "No social security to attend". These problems including, lag of the land expropriation reform system, slow in expropriation compensation system, the lose farmers’ normal daily life can not be arranged effetely, also they have limited working ability and the basic social security is not so good. Currently, our government has paying high attention to the new disadvantaged group. How to resolve those problems has became the hot topic of academic society and a critical job of the social department.Under the big background of building harmonious society and socialist ruralreconstruction, to solve the problem of this disadvantage group——landless-farmers,has extremely huge meanings both in theories and realistic. Looking at the ways and methods in solving the landless-farmers’ problem of the world urbanization and industrialization, taking the country’s economical development status as a consideration and considering the real situation of the landless farmers’, it is better to build up a special social security system, which level is between urban area and rural area. This social security system would solve the basic living, medical, and old-age problem of the landless farmers. And only in this way, the process of urbanization and industrialization of the society would become more ideal.In this text, first we analyze the present condition of the landless-farmers, the reason why this new community comes out and the necessary and urgency to solve the problem, then we focused on the weakness of the expropriation compensation system, the existence flaws in solving the landless-farmers’ problems all over the world and we suggest that the only way to solve the landless-farmers’ problem is to build up a healthiness landless-farmers social security system. In the end, in the analysis the theory and realistic foundation of building up the landless-farmers social security system, combing the current situation of the unbalanced public-economy and a series of problems in the current land-farmers social security system, we expounded the principle of building up and optimizing the landless- farmers social security system and the big frame of that system.更多还原
