【摘要】 我国注册资产评估师考试制度自1995年确立以来,在资产评估行业产生了重大影响,为深化资产评估行业特别是国有资产评估行业管理体制改革、规范资产评估市场、维护公共利益、促进资产评估行业专业技术人才队伍建设做出了积极贡献。但随着我国经济体制改革的逐步深入,全球经济一体化进程的加快,尤其是我国加入WTO后,国际评估机构的进入,评估市场竞争的加剧,对培养和选拔知识全面、高素质和技术精湛的评估人员提出了新的挑战。在新形势下如何改进和完善我国的注册资产评估师考试制度,适应国内、国际评估行业的新变化,与房地产估价师、土地估价师等其他五种评估师资格考试相协调,与其他国家资产评估师执业资格互认,最终实现与国际资产评估行业接轨,是亟待解决的重大问题。基于此,重新审视我国的注册资产评估师考试制度,探讨改进和完善我国注册资产评估师考试制度的对策,为我国的资产评估行业发展选拔更多、更优秀的人才。本文全面分析了新形势下我国注册资产评估师考试制度构建背景,介绍了研究目的及意义、研究方法及相关概念界定等。利用第一手的问卷调查资料进行描述性统计分析,对我国现行注册资产评估师考试制度进行系统综合的评价,并与国内相关中介行业执业资格考试制度进行全面系统地考察和比较。通过对国外和香港地区资产评估师考试制度进行分析,总结各国考试制度的成功经验,为进一步改进和完善我国注册资产评估师考试制度提供借鉴依据。综合运用教育统计学和数理统计学相关知识,对注册资产评估师考试合格分数线的确定进行了探索性的尝试,并从定量角度对2004-2006年注册资产评估师考试成绩进行了考试成绩分析与试卷分析。最后,结合我国资产评估行业发展面临的现状,遵循以学习能力的体现为目的、层次性原则、适应性原则、稳定性和发展性相结合的原则,从考试管理体系构建、考试报名条件、考试分级(次)、考试科目及内容、考试形式、考试周期六个方面对我国注册资产评估师考试制度的改进和完善提出相应的对策建议。更多还原

【Abstract】 Chinese Certified Public Valuer examination system was established in 1995, it had a significant impact in the asset appraisal industry, and made positive contributions for deepening the asset appraisal industry, especially in the reform of state-owned assets management system, the standardization of the market of assets assessment, safeguarding public interests, and promoting the building of the contingent of professional and technical personnel in the asset appraisal industry. However, with Chinese economic system reforming and accelerating the procession of economic globalization and unification, especially after China joined the WTO, the international appraisal organization entered into Chinese market progressively, appraisal market competed intensively, these put forward stern challenge and higher requirement for training and selection of comprehensive, high quality and skilled valuers. In this new situation, how to improve and perfect our country’s certified public valuer examination system, make it suits for the new changes of the appraisal industry, and coordinate with the other five appraisal qualifying examinations, for example, real estate valuer, land valuer and so on, and the ultimate realization of convergence with the international asset appraisal industry, these are the major issues to be resolved. Based on these, re-examine our country’s certified public valuer examination system, explore and improve the examination system of certified public valuer, in order to select more and more talented people for the development of Chinese appraisal industry.This thesis comprehensively analyzes the construction background of certified public valuer system in the new situation, introduces the purpose of the study and its significance, researches methodology and related concepts. Then using the first-hand questionnaire survey information to make descriptive statistical analysis and comprehensively evaluates current certified public valuer examination system, and also compares with domestic related intermediary industries professional examination systems. Then it draws on the experiences of examination system of asset appraisal industry in abroad and Hong Kong, in order to improve and perfect current certified public valuer examination system according to theirs successful experiences. Meanwhile, it explanatorily attempts to certify the examination passing scores by using educational statistics and mathematical statistical knowledge, and makes examination results and papers analysis to the 2004-2006 Chinese certified public valuer examination from quantitative perspective. Finally, with the current situation that the asset appraisal industry is facing in the development, following the purpose of embodying the learning ability, combining with the principle of adaptability, stability and development, this thesis proposes some corresponding countermeasures to improve and perfect Chinese certified public valuer examination system from the building of management system, the conditions of application the examination, examination levels, subjects and content of the examination, the examination form, the examination cycle six aspects.更多还原
