【摘要】 一个国家的经济要发展,必须有一定的经济增长率,经济增长既是一个目标,也是一个动态的社会再生产扩大过程。近年来,我国进行了大量有效的投资,使GDP大幅度增加。为了避免投资失误,当项目具备投资条件时,必须进行投资机会的深入研究和项目的可行性研究。本论文以我省通榆县风力发电工程项目为实例,深入细致地分析了工程项目可行性研究报告地相关问题。本论文的内容可以概括为三大部分。首先是市场研究,产品的市场调查和预测研究,这是项目可行性研究的前提和基础,其主要任务是要解决项目的“必要性”问题;第二是技术研究,即技术方案和建设条件的研究,这是项目可行性研究的技术基础,它是解决项目在技术上的“可行性”问题;第三是效益研究,即经济效益的分析和评价,这是项目可行性研究的核心部分,主要解决项目在经济上的“合理性”问题。但不同的建设工程项目的任务、性质、规模及工程的复杂程度各不相同,差异很大,所以不同项目可行性研究的侧重点、深度和广度很难一致。本课题以吉林省通榆县风力发电工程项目的可行性研究为素材,根据国民经济长远发展规划,地区发展规划和行业发展规划的要求,对于拟建项目有关的社会、经济效果等各方面情况进行深入细致的调查研究。通过对项目投资市场分析与预测,实施条件分析、投资估算与资金筹措,财务估算分析、不确定性分析等问题的探讨,明确了工程项目可行性报告的相关问题的分析、研究。更多还原

【Abstract】 Feasibility study on the construction projects is a scientific method which is makes techno-economic feasibility studies during the pre-investment period, it first originated in the United States. After World War II, especially in the 1960s, with the rapid development of science, technology and scientific management all over the world, Feasibility study has been continuously enriched, perfecting and developing, and gradually formed as a set of systematic and scientific method. At present, the feasibility study has developed into a comprehensive use of various modern scientific and technological achievements, guarantee construction projects get the best economic and social effect of a comprehensive course, not only in developed countries but also in Asia, Africa and other areas of many developing countries have also been increasingly wider range of applications.This study is based on the 493,000 kilowatt wind power project feasibility study in Tongyu, Jilin province, According to the long-term economic development planning, regional development planning and development of the industry planning requirements,for this project the related social, economic effects, and other aspects of the investigation carried out in-depth and meticulous research,analysis the outline of the project products, technology, equipment, site and site planning, the demand for investment, financial intermediation, building plans, environmental impact and risk, and other aspects, By comparison program, select the best option to reduce the uncertainty of the project, the possible risks of developing preventive measures, makes commend on the advanced technology of the project, economic rationality and the possibility of building elaborate, analysis and comment, the project investment decision-making and provide a reliable scientific basis. In this paper, the main entry point from three aspects to focus on the feasibility study,on issues related to the in-depth analysis and discussion, and add comments, is the innovation of this paper. These paper main contents are:1. Construction of the project "necessity" studyThis part needle project objectives, qualitative and quantitative analysis, the focus of evaluation projects is contrary to the national economy and social development in the direction of proportion, layout, speed and level, to achieve goals and objectives of the time, from a macro point of analysis and evaluation of whether there is a need to build the project. Emphasis the market at the same time, which is a measure of the need for construction projects premise.A systematic analysis of product marketing concept, it is necessary to consider the needs of the community, but also the analysis of social supply, but also affect the demand and supply of all kinds of direct and indirect related factors, according to resources, raw materials supply conditions, fuel and power supply conditions etc. to determine the scale of production, the project is equipped with the market competitiveness.2. Feasibility study of Construction projects.Once technical plan was finalized, directly determines the product program, the scale of production and production efficiency, product quality, quantity, the production of finished products and will have an important economic impact.
