【摘要】 我国新农村建设中多数内容的实现在很大程度上都要依赖于农村公共产品的供给,我国各级政府根据具体情况加强了对农村公共产品的供给,国内学者也从农村公共产品供给的理论、现状、模式比较等方面进行了大量的研究,但是,就目前农村发展状况而言,我国农村公共产品供给还未达到较优的状态。本文认为在公共财政框架下构建完善的农村公共产品供给制度是实现农村公共产品有效供给的关键。本文系统回顾了国内学者关于农村公共产品的研究成果,并从实证的角度对我国现行的农村公共产品供给体制进行分析,认为该体制存在着严重的问题。进一步分析了现行体制下农村公共产品供给短缺的现状,并利用计量方法对此进一步加以证明。本文以公共产品理论为理论基础,结合我国现实,试图找出造成现行体制问题的根本原因,接着从公共产品供给过程中的现存问题出发,有针对性的对其他国家的做法进行了对比研究,以求为我国完善供给体制提供经验借鉴。在公共财政框架下构建我国新型农村公共产品供给体制是本文的研究目的,本文从目标体系架构、短期解决方法以及建立公共选择机制三个方面对此进行阐述。提出首先应明确农村公共产品供给的意义、原则以及目标,短期内必须健全有关法律法规、对各级政府事权进行合理划分、优化财政支出结构以及政府机构设置,而构建长效的公共选择机制则包括改革基层治理结构、建立农村民主理财机制以及培养农村公共产品供给的民主合作机制。更多还原

【Abstract】 Most of the contents of building a new socialist countryside depend upon the supply of rural public goods of China. In accordance with specific conditions, governments at all levels in China have increased the supply of public goods in rural areas. Scholars have done a lot of research on the theory of the supply of public goods in rural areas and in the present situation and the supply patterns. However, on the current state of rural development in China, the supply of public goods in rural areas has not yet reached a good state. The author holds the view that the establishment of a new type supply system is the key to effective supply of public goods in rural areas.In the dissertation, the author gives a systemic retrospect on the study of public goods in rural areas of China, and makes an empirical study on the current supply system, thus concludes that there are many serious problems of the system. Then the author analyses the inadequate supply of public goods in rural areas, and use econometric method to prove the conclusion. Based on the classic theory of public goods, the author tries to find out the reasons that cause the problems of the current supply system in China generally, and then does a comparative study on the practices of other countries in order to provide some experiences for the establishment of a new type supply system.The research goal of the dissertation is to establish a new type supply system of public goods in rural areas under the public finance framework, and the author expounds it from the establishment of target system, short-term solutions and the establishment of public choice mechanism. First, it need to be clarified what the meaning, principles and target of the supply of public goods are in rural areas. The short-term solutions are improving relevant laws and regulations, defining the specific responsibility of governments at all levels, optimizing the structure of fiscal expenditure and government organizations. Moreover, the establishment of public choice mechanism includes the reform of the structure of the grassroots government, the establishment of democratic financial mechanism in countryside and the development of democratic cooperative mechanism of public goods in rural areas.更多还原
