港航电子政务系统的分析与设计研究

【摘要】 随着全球经济和以多媒体计算机、网络为代表的信息技术的高速发展,人们的生活方式和思维方式发生了巨大的变化,给人们的生活工作的各个层面带来了深刻的影响,这些无疑对政府办公提出了开放性与现代化的要求。港航管理是我国航运事业发展中必不可少的一环。港航管理部门不仅贯彻和执行国家和省市有关港航管理工作的法律、法规、方针、政策;制定与实施有关行政管理办法,而且还要代表政府对所辖水域的港航企业实施全行业管理,建设和维护航运市场的管理体系,具有行政和事业双重性质。将电子政务引入到港航管理中,这无疑可以大大改善港航管理现状,提高工作效率,增强港航行政管理科学决策,是改进和完善港航服务职能的重要手段,是促进港航管理部门与社会各界之间沟通的有效途径。而长期以来,我国一些港航管理部门虽然在电子政务系统的建设上取得了一些成绩,但是总体建设缺乏区域宏观管理,没有明确的建设目标和相应的发展规划,地方电子政务建设各自为政,系统结构往往分析不合理,同时安全性差。港航电子政务建设流于形式的现象越发明显,不少重大工程一波三折,组织机构反复调整,投入巨资项目又推倒重来。这是制约我国港航管理与国际惯例接轨的一个重要因素,严重影响了我国港航事业的发展。本文结合辽宁省港航局的一个课题,着手将基于信息流的分析方法引入到港航局系统信息结构的分析之中,尝试了将信息流研究方法向软件设计领域合理的拓展,并在此分析基础上建立系统架构及功能框架;在详细设计阶段,对基于UML的模型分析方法进行深入研究,并完成了UML模型到Struts组件的映射,为以后整体程序设计提供了方法借鉴和依据;系统安全设计方面,在对省港航系统安全状况分析研究的基础上,采用了基于Hash算法和RSA算法的复用加密方法的系统数字签名的设计方案,并给出了具体模块设计流程图,为以后系统数字签名的设计与实现奠定了基础。

【Abstract】 With rapid development of the global economy and information technology represented by multimedia computer and internet, people’s life style and thinking mode have many great changes. It also has profound influences on people’s life and work. The phenomena demands governments to open and modernize undoubtedly.The management of harbor and shipping is a necessary part during the development of local transportation. It has characteristics of both governing and enterprise. Because the administrative department should not only cany out polices, laws and regulations drafted by government, but also should be responsible for a healthy hydraulic market.Introducing E-government to management of harbor and shipping can improve present situation of management and work efficiency greatly. It also strengthens the scientific decision making ability of administrative management. Therefore it’s an important method to improve and perfect harbor and shipping service, and an effective approach to promote the communication between administrative department and society.For a long time, although some administrative departments obtain several achievements, there are many weaknesses. The whole construction is lack of management, targets and plans. The system structure is analysed unreasonably and its security is poor. A lot of harbor and shipping E-government constructions, which are invested with enormous finance, are repudiated and implemented again. It is an important factor which restricts the management of China harbor and shipping to connect with international practice, and affects our harbor development seriously as well.Firstly, the paper brings analytic method based on information flow into analysis of PMB information structure, using a practical project of Liaoning province. Based on that, reasonable system structure and function frame are established, offering design proposal of system function module. Secondly, this paper introduces UML and finishes mapping the model to Struts package, providing method and foundation to programming. Finally, according to system security principal, the paper presents a design proposal based on Hash and RSA algorithm, establishing basis of design and realization of digital signature.
