【摘要】 随着农业和农村经济的快速发展，特别是我国加入WTO后，党和政府及时做出了调整农业和农村经济结构的战略性决策。但半个世纪以来中国农机化重点是在粮食作物生产机械化，进而成为农业机械化的优势领域。现在农业结构调整要求农、林、牧、副、渔业全面协调、可持续的发展，面对农业结构调整的新形势，开展一次农机化与农业结构调整的适应性研究既是一个理论课题，更是一个急需解答的现实课题。本文运用管理学中的SWOT分析法，从分析我国农业结构调整的历程、特点入手，以开展农业结构调整对农业机械化发展的影响与要求分析，来识别目前农机化结构调整的机会与挑战。然后通过对湖南农机化发展情况的调查分析，找出农业机械化发展滞后于农业结构调整的原因，识别现阶段农机化结构调整的优势与劣势。进而提出农机化发展围绕农业结构调整的战略思想、目标、模式及所需采取的措施。研究结果表明：我国农机化围绕种植业发展已成历史，目前已跟不上农业结构调整步伐，为此，必须实施农机化发展适应性战略，通过把农机化发展定位在“高、新、精”水平上，以逐步建立一个结构合理、发展协调、功能完备、适应农业和农村经济发展需要的农机化新框架来实现与农业结构调整的同步发展。更多还原

【Abstract】 With the high speed development of the agriculture and rural economics, epecially after us entering WTO, the party and the government has adjusted strategic decision for the agriculture and rural economics. Now the agricultural structure needs to be adjusted for the fully coordination and continuable development on agriculture, forestry, animal husbandry, side occupations and fisheries. Basing on the new situation of the adjustment for the agricultural structure, to hold one time research on the mechanization of farming and agricultural structure adjustment is not only a theoretical lesson, but also a urgently needing to be resolved realistic lesson.Herein we applied the SWOT analytical method of management, with beginning with analyzing the course and character of the agricultural structure adjustment, to analyze the effect and requirements of the farming mechanization basing on the adjustment of the agricultural structure, and then to realize the opportunity and challenge of the adjustment for the farming mechanization structure. Then according to the research analysis for the development of Hunan agricultural mechanization (the achievements already got and the problems remained), to find out the reason for the delay of development of the farming mechanization than the adjustment of the agricultural structure; then to realize the advantage and the disadvantage for the recent adjustment of the agricultural mechanization structure. Accordingly, we can issue the strategic ideas, goals, mode and the available solution for the development of the farming mechanization around the agricultural structure adjustment.The research results indicate: it has become to the history that the farming mechanization developing around the planting industry and it can not follow the adjustment step of the agricultural structure. Therefore; we must carry out the suitable stratagem for development of the farming mechanization, basing on the "High, New, Precise" level to develop the farming mechanization, then to build up a new frame for the farming mechanization with reasonable structure, coordinating development, complete function, and suitable for the development of the agricultural and rural economics , which will make the synchro development of the agricultural structure adjustment.更多还原
